Description
This is a combined Synopsis/Solicitation/Request for Quotation for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued for the solicitation number RFQ10027 a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-38. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 238340, which has a size standard of $14.0 million. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure Terrazzo Marble Maintenance to entail monthly refinishing of terrazzo marble surfaces in Building 40 to include roughly 4200 sq. ft. in the 1st floor public area, elevator lobby, steps leading to North rotunda entrance, and landing at base of stairs. This is to include restoration of the luster and sheen of the floor material by adherence to methodology developed by the Marble Institute of America and the International Association of Stone Restoration and Conservation. Depending upon the extent of wear, techniques used would include polishing with abrasive compounds and/or vitrification of the surface. All adjacent areas such as glass, metal, marble, carpeting, etc., shall be masked with protective covering prior to refinishing operation. Upon completion of the refinishing process, the work area shall be left in an orderly condition, free of debris accumulated during the cleaning. Since the marble is only a fraction of an inch thick, and serious repercussions in the longevity of the floor could result only an experienced, high-quality firm with the accreditation can perform the work. The award will be evaluated on the following criteria: 1) price, 2) accreditation, 3) meeting the government needs, and 4) delivery. Period of performance will be for one year from date of award. Place of performance is Bethesda, Maryland. The FOB point shall be Destination. This will be a firm-fixed price contract. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; Far 52.212-2 Evalutaion Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.406-7 Central Contractor Registration (2003). A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included which can be found at Online Representations and Certifications Application (ORCA) https://orca.bpn.gov. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
