- This Solicitation Notice is issued to advise industry that a solicitation (TIRNO-09-R-00051) has been released for Managed Services for the IRS Enterprise Portals. The Internal Revenue Service (IRS) is seeking concerns having the ability to provide Enterprise Managed Web Portal services for the Public User Portal (IRS.gov), Employee User Portal (EUP) and the Registered User Portal (RUP). This RFP will be a full and open competition with four Principle Task Areas; Program Management and Integration Services, Web Applications, Web Operations and the Website Help Desk. The IRS intends to award a single-award Indefinite Delivery Indefinite Quantity performance-based contract. The period of performance of this contract includes a five-year base period and five (5) one-year option periods. The solicitation is now available and will be distributed solely through the General Services Administration’s Federal Business Opportunities website http://www.fbo.gov. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The closing date of the solicitation TIRNO-09-R-00051 is March 26, 2010 at 4:00 p.m. (Eastern Standard Time). All responsible sources may submit a proposal which will be considered by this agency. No collect calls will be accepted. No telephone requests or written requests for the solicitation will be accepted. All vendors doing business with the Government are required to be registered with the Central Contractor Registry (CCR). No award can be made unless the vendor is registerd in CCR. For additional information and to register in CCR, please access the following web site: http://www.ccr.gov. This procurement also requires offerors to complete the Online Representations and Certifications Application (ORCA) at http://www.orca.bpn.gov/.
