Description
This is not a solicitation announcement. This is a sources sought synopsis only seeking responses from Small Businesses. Large and Non Profit Businesses are not to respond. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classifications (i.e., HUB Zone 8(a), 8(a), HUB Zone, Service-Disabled Veteran-owned, Veteran-Owned, and Small Disadvantaged Business) relative to this 541690 NAICS Code. Teaming is encouraged. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only. The mission of the Substance Abuse and Mental Health Services Administration (SAMHSA) is to bring effective substance abuse and mental health programs to every community. SAMHSA carries out this mission by compiling prevention, treatment and rehabilitation knowledge, identifying and promoting evidenced based programs, and building capacity at the State, regional, and local levels to infuse prevention, treatment, and rehabilitation knowledge and programs into every community in the United States. The Center for Substance Abuse Prevention (CSAP) State Block grants for prevention and treatment, cooperative agreements, and contracts are designed to develop knowledge on evidenced based practices in substance abuse prevention including HIV prevention. In 1999, SAMHSA/CSAP implemented the Minority AIDS Initiative that provides funding to non profit community based organizations, faith based, tribal organizations academic institutions for direct substance abuse (SA) and HIV prevention services to address health disparities in minority communities. The MAI goal is to build and strengthen capacity of minority serving organizations and institutions to increase their effectiveness of delivering substance abuse and HIV prevention services, organizational development, and infrastructure, and increase community action to the epidemic of HIV incidence in communities of color. The current SAMHSA/CSAP Minority Education Institution (MEI) contract was awarded in Fiscal Year (FY) 2005 provides administrative support training, logistics report writing and technical assistance to funded MAI funded grantees, and MEI sucontractors to address the need for SA and HIV prevention to at risk minority populations and subpopulations. These programs are designed to increase the capacity of community-based organizations, minority-serving institutions Historically Black Colleges and Universities, Hispanic Serving Institutions, Tribal Colleges and Universities, and Tribes to implement prevention programs by assisting the field in implementing SAMHSA’s Strategic Prevention Framework (SPF) using evidence-based practices and environmental strategies. We are interested in soliciting your responses to the questions provided below that will assist the Government in selecting the appropriate acquisition method. Page limit: Maximum 15 pages (font size 10 or larger). A copy of the company capability statement will also be accepted. Responses are due on February 5, 2010. The anticipated period of performance is one year with four one year option periods. After review of the responses received, a pre-solicitation synopsis and formal solicitation may be published in the Federal Business Opportunities. Only Small Businesses need to respond to this sources sought. Response to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the following questions: 1. Is your business a small business under the NAICS code? 2. Does your firm qualify as a small disadvantaged business? 3. If disadvantaged specify is your firm certified under Section 8(a) of the Small Business Act? 4. Are you considered a certified HUB Zone firm? 5. Are you considered woman-owned or operated business? 6. Are you a certified Service-Disabled Veteran Owned or Veteran Owned? 7. Demonstrate expert knowledge of all CSAP programs, products, and services. 8. Demonstrate ability to successfully deliver and coordinate technical assistance and consultation efforts. 9. Demonstrate expert knowledge, and cultural competency in working with Tribal organizations on SAMHSA’s Strategic Prevention Framework (SPF), capacity building efforts, technical assistance and prevention services. 10. Demonstrate expert knowledge, and cultural competency in working with minority serving organizations on SAMHSA’s Strategic Prevention Framework to strengthen organizational capacity and infrastructure development in capacity building efforts, technical assistance and prevention services. 11. Demonstrate knowledge of evidenced based practices in the substance abuse and HIV prevention, and environmental strategies addressing at risk minority populations. 12. Demonstrate expertise and ability in carrying out webcasts, Training of Trainer (TOT) workshops via distance learning technologies, and experience in peer-to-peer expert sharing through dissemination of resources of best substance abuse and HIV practices. 13. Demonstrate knowledge about MAI grantees’ program and fiscal compliance issues and experience in providing technical assistance. 14. Demonstrate expertise in successful meeting planning, and providing related logistical support (including all travel and accommodations arrangements for speakers and participants. 15. Demonstrate ability to manage and execute subcontracts to Minority education institutions and provide administrative support, training on SPF and monitor performance and deliverables. 16. Demonstrate experience and knowledge in working with minority community based organizations, and minority serving institutions in developing training on SAMHSA’s Strategic Prevention Framework in addressing high risk minority populations providing direct substance abuse and HIV prevention services, and environmental practices, strategies and policies to impact individual and community level changes. 17. Demonstrate knowledge and experience in working with SAMHSA program areas: Service-To-Science, and Substance Abuse Prevention programs and initiatives (national MAI, Block Grant, State SPF Incentive Grants, Drug Free Communities, Stop Act, and other discretionary grants, cooperative agreements and other contracts). 18. Provide a proven track record of organizational capability to quickly provide technical assistance, planning training, and logistical support to minority serving community based organizations, faith based, Tribes, and minority serving higher education colleges and universities. 19. Provide a proven track record of organizational capability to quickly assist MAI funded entities on administrative, program and fiscal grant requirements, to resolve emerging compliance issues without hesitation. 20. Demonstrate experience managing Coordinating technical assistance including additional TA centers with focus on Native American and minority serving institutions. 21. Demonstrate expertise in SPF and working with diverse minority serving organizations to adopt and implement substance abuse and HIV prevention program activities. 22. Demonstrate capability to very quickly assemble, manage and coordinate TA and logistic efforts of very diverse and disparate minority serving organizations and institutions from the prevention field. 23. Demonstrate capability to coordinate and produce up to 4 to 6 national conferences and workshop and capable of planning 2 conferences simultaneously. 24. Demonstrate capability to provide error-free, expert technical writing in providing quarterly, bi-annual, annual and final reports on accomplishments and outcomes on various projects. 25. Provide a proven track record of organizational capability to quickly assemble expert consultants with highly expert specialized substance abuse programs, and HIV prevention subject matters in working with minority serving organizations and serving institutions that provide prevention services to at risk minority populations. This is not a request for proposal and in no way obligates the Government to award any contract.
