- NASA/JSC has a requirement for Type C Converter Hardware and Two Type M BreadboardModifications.NASA/JSC intends to purchase the items from Hamilton Sundstrand. Hamilton Sundstrand hasinstalled breadboard/prototype hardware to aid in development of the Orion ElectricalPower System (EPS). The Orion Program has changed the system operating voltage from 28Vdcto 120Vdc, requiring modification of the Power Management and Distribution (PMAD)hardware. Hamilton Sundstrand designed and built the original equipment and they are theonly vendor that has design knowledge and equipment needed to successfully modify theexisting converter. The Government does not intend to acquire a commercial item using FAR Part 12. See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Adrian D. Clayton at adrian.d.clayton@nasa.gov not later than 4:30p.m. local time on February 04, 2010. Such capabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
