- PRE-SOLICITATION NOTICE FOR THE RECONSTRUCTION OF FIVE SPRINGS ROAD LOCATED IN BIG HORN COUNTY, WYOMING. SET ASIDE - COMPETITION SHALL BE LIMITED TO HUBZONE small business concerns. Bureau of Land Management, Department of the Interior, National Operations Center, Denver, Colorado has a requirement for the Five Springs Road Reconstruction, Big Horn County, Wyoming, 22 miles east of Lovell, Wyoming, on US Highway 14A. The successful contractor shall furnish all labor, equipment, supplies and materials necessary to double chip seal approximately 3.3 miles of 18-foot wide, paved roadway from the junction of US Hwy 14A to the Upper 5 Springs Falls Campground and the Lower and Upper Camp Ground Loops under this firm fixed price contract. Work consists of chip sealing the road twice to form a driving surface, and to clean ditches along roadway. The existing roadway width, which is an abandoned portion of US Hwy 14A, varies from 16 feet to 30 feet with several sharp hairpin curves, with an average grade of approximately 7.5percent and ranges in elevation from 5695 to 6910 feet with a limited number of equipment turnaround areas. To protect big game ungulate winter habitat, all surface disturbing activities are prohibited from November 15 to April 30 on all lands within the project area. The cost range is between $100,000 and $250,000. The anticipated period of performance is 30 calendar days from Notice to Proceed. NAICS code is 237310 (Highway, Street, and Bridge Construction); size standard is $33.5 million. This announcement serves as the advanced notice for the project, and the acquisition shall be set aside for HUBZone small business concerns. It is anticipated the solicitation package will be available approximately February 17, 2010 for download.
