- RECOVERY— CATHERINE CREEK-ROAD 7785 RECONSTRUCTION THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) PROCUREMENT RECOVERY- CATHERINE CREEK-ROAD 7785 RECONSTRUCTION, WALLOW WHITMAN FOREST, BAKER CITY, OREGON The purpose of this announcement is to make notice that the Forest Service contemplates releasing a solicitation numbered AG-0489-S-10-0210 on or about February 5, 2010, for the CATHERINE CREEK-ROAD 7785 RECONSTRUCTION Project. If the solicitation is released, it will be released through this FedBizOpps website, and prospective bidders should visit this FedBizOpps website from time to time on or after February 5, 2010, to obtain a copy of the solicitation. This notice meets the requirements of FAR 5.201. However, the Forest Service reserves the right not to release a solicitation. PROJECT DESCRIPTION. The U.S. Forest Service, EROC-NW, servicing Region 6 has a requirement for CATHERINE CREEK-ROAD 7785 RECONSTRUCTION. This project includes but is not limited to rehabilitating the existing road template and adding 6” of ¾” rock. Some areas require an additional layer of 4” select borrow as described in the work summary. The work will also include the removal and replacement of 30 culverts, 3 cattle guards and 1000 feet of fencing. The contractor shall supply all services, labor, equipment and material, supervision, transportation, operating supplies, and incidentals except those items, if any, listed as Government-furnished property needed to perform the following: CATHERINE CREEK-ROAD 7785 RECONSTRUCTION in compliance with its terms, specifications, and provisions. The magnitude of construction for this acquisition is between $250,000 and $500,000. The Government intends to award a negotiated firm fixed price contract. PARTICIPATION. This project is 100% set aside for Historically Underutilized Business Zones (HUBZONE). The North American Classification System Code (NAICS) is 237310. The size standard is $33.5 Million. Contractors are required to be registered with the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA). Contractors are a required to be certified by the Small Business Administration, registered with the Central Contract Registration (CCR) and the Online Representations and Certifications Application (ORCA). The solicitation with specifications and Davis Bacon Contract Act wage rates will be posted to the FedBizOps website www.fbo.gov. REGISTRATIONS. In order to receive any contract award, a vendor must be registered in the Central Contractor Registration (CCR) and Online Representations and Certifications Application (ORCA).
