- The Space and Naval Warfare SystemsCommand (SPAWAR), on behalf of the Program Executive Office Enterprise Information Systems (PEO EIS) and the Navy Enterprise Resource Planning (Navy ERP) Program Office (PMW 220), is seeking sources to provide services in support of Navy ERP as shown in the attachments. The attachments explain the structure of the Navy ERP program, as well as providing information on requirements that the program anticipates soliciting. Successful offerors must maintain facility and personnel security clearances at the Secret level. The Government is interested in your comments concerning our requirements, as well as any advice you may have that will help us develop the best possible solicitations. This announcement will also help determine if sufficient qualified small business sources exist for a small business set aside. Interested small business sources must respond to this announcement and provide the following information in a cover letter: (1) information about their business size status (i.e., small, small disadvantaged, woman-owned small, etc.); and (2) a statement that they have the capacity to comply with FAR clause 52.219-14 Limitations on Subcontracting. In addition to the cover letter, the Government has provided a list of questions that respondents are encouraged to answer in their submissions. Please answer the questions in section 4.0 as well as your choice of any one or more of 3.1 through 3.4 (depending on your companys interest). The deadline for the submission of all information is 8 February 2010 at 10:00 AM EST. A determination as to whether this procurement will be set aside for small business concerns or competed on an unrestricted basis is anticipated to be based upon responses to this announcement. SPAWAR reserves the right to not consider submissions that do not comply with the instructions of this announcement. An Industry Day will be held 1 February 2010 in Annapolis, MD. Event details and registration information will be posted NLT 26 January 2010. Submission of proprietary information is discouraged, and any such submission should be limited to the absolute minimum necessary. All proprietary information that is submitted must be segregated from non-proprietary information, and ANY PROPRIETARY INFORMATION MUST BE CLEARLY MARKED. Review of responses by the Navy ERP program may include access by support contractors such as J.L. Herren & Associates and Computer Sciences Corporation. The contracts with each company include appropriate organizational conflict of interest and nondisclosure obligations, but any concerns relative to review by these companies must be raised to the Contracting Officer prior to submitting any information. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely to serve as a market survey for information and planning purposes. The results of this RFI will be used to assess the market and inform our acquisition strategy. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, SPAWAR is not seeking proposals at this time and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested partys expense. Submissions will not be returned. Small Businesses having the capabilities to perform the requirements in the attachment are encouraged to reply to this RFI. Failure to respond to this RFI does not preclude participation in any future RFP, if issued. If an RFP is issued, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website at http://www.fbo.gov and the SPAWAR E-Commerce Central website at https://e- commerce.spawar.navy.mil. The information provided in this RFI is subject to change and is not binding on the Government.
