Description
Synopsis: The Rock Island Contracting Center intends to issue a solicitation for Locally Employed Personnel (LEP) Screeners throughout Air Force Central Area of Responsibility (AOR). The AFCENT AOR requirement will take place within multiple countries to include Kuwait, Saudi Arabia, Kyrgyzstan and United Arab Emirates. The awardee of this solicitation shall provide all necessary personnel, expertise and management to establish and maintain a ten hour, five day per week (10X5) operation of a Locally Employed person (LEP) screening cell. The exception to this requirement is the cell for Al Udeid AB, Qatar. Al Udeid requires a ten hour per day; six day per week effort (10X6). The cell will provide a single point of screening for all non government, locally employed laborers and workers. The awardee shall have sufficient manpower and throughput capabilities to execute a level I screening within two operational days and Level II screening within four operational days. It is the Governments intent to award one (1) Indefinite Quantity Indefinite Delivery (IDIQ) contract with Firm-Fixed price task orders. Full and Open Competition will be utilized. The acquisition will be solicited on a competitive basis through a Best Value Trade-Off analysis with appropriate consideration given to four (4) evaluation factors: Project Evaluation Plan (PEP), Past Performance, Quality Control and Price. Award will be made to that offeror whose proposal contains the combination of those criteria offering the best overall value to the Government. Contractor shall ensure that all personnel satisfactorily complete orientation and sustainment training prior to assignment to any post. Contractor shall certify this training in the Personnel Qualification Report (PQR). The training plan shall include as a minimum, lesson plans, tests and evaluations of proficiency of trained tasks. The estimated issue date of the solicitation is 22 January 2010. This date is an ESTIMATE ONLY.
