Description
CURRENTLY THERE ARE NO FUNDS AVAILABLE FOR THIS CONTRACT. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. The Government reserves the right to cancel this solicitation at any time. This project is for the installation/repair of Launch Facility (LF) electrical grounds in the Malmstrom AFB Missile Complex, (Great Falls) Montana. Work consists of the contractor providing all labor, equipment, transportation, materials, quality control and supervision necessary to renovate the security offices to include: •(1) All work to complete excavation for new ground conductor and preparing the foundation for the cast-in-place concrete block at Launch Facility. Includes epoxying the existing ground receptacle full to render it useless and cutting the cable that led to that grounding receptacle. Also includes backfill/compaction of trench and hauling in a crushed aggregate for the final 6 inches of backfill and wasting excess material by grading it onto site. •(2) All work to fabricate the cast-in-place (with pre-mixed bags) concrete blocks, set the grounding receptacle and brazed connection to steel rod into the block, drill and epoxy reinforcing steel from block to existing concrete slab. Includes cleaning and preparation of the existing concrete slab surface to ensure new cast-in-place block forms fits plumb. •(3) All work to install ½" diameter conductor between new grounding receptacle and tie-in point (about 50 feet in length although it varies slightly) as shown on the drawings including brazing and thermite welding/hydraulic crimping/splice kits. Includes performing vibro-ground test before backfilling trench and splice locations. •(4) All work to excavate additional distance and install additional ½" diameter conductor to the grounding loop near fence line, perform new vibro-ground test and backfill trench in the event number three above fails the first vibro-ground test. This Request For Proposal will be available on or about 18 February 2010. The Request For Proposal will close on or about 22 March 2010. The Performance Period for this project will be five (5) calendar days per site after start of each site. The government estimates up to a maximum of 10 sites per year, however, this number could increase or decrease depending upon requirements. The government is expecting to solicit a base plus four (4) option year requirement type contract. The Notice to Proceed will be issued within 10 days after award of contract. This acquisition is set-aside for Service Disabled Veteran Owned Small Businesses. The Request For Proposal will be available by Electronic Transmission only at: http://www.fbo.gov. Potential contractors must be currently registered in the Central Contractor Registry to be eligible for award. (See Internet Site: http://ccr.gov. All responsible sources may submit an offer good through 28 July 2010, which shall be considered by the agency. Potential contractors must also be currently registered with ORCA. (See Internet Site: http://orca.bpn.gov/ ). The magnitude of this project is between $500,000.00 and $1,000,000.00.
