- IM-13 plans to contract with National Journal Group, Inc. - Hotline. The Hotline is the leading daily news briefing on American politics. Established in 1987,The Hotline ?covers the coverage? from hundreds of newspapers, magazines, onlinesources, and radio and TV news shows. This service is only available from National Journal. Comprehensive, up-to-date, and accurate information on the national political news and policy implications as provided by the HOTLINE service are the minimum requirements and meets the needs of the Department of Energy. This minimum requirement guarantees the minimum amount of follow-up, manual or computer-assisted research, which is in the best interest of the Department of Energy in the accomplishment of its mission and in saving time and money. They state that up to 5 other locations can join up without any additional costs during 2010. In accordance with Competition in Contracting Act, 41 USC 253 [c] [1] as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. Interested parties may submit capability statement and rationale by February 3, 2010 via e-mail to monica.serrano@hq.doe.gov. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
