Description
This is a Combined Synopsis/Solicitation for commercial Services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, C203010014. The National Park Service intends to award a firm fixed-price contract for the period of February 2010 -- September 30, 2010. The North American Industrial Classification (NAICS) code for this procurement is 561499, with a small business size standard of $7 million. This acquisition is set aside 100% for small businesses. Small business concerns are requested to provide a competitive proposal for the above-referenced project. We will select one firm to complete the work described in the enclosed Statement of Work, based solely on the capability and price submitted in respnse to this combined synopsis/solicitation. The Statement of Work (SOW) is attached for your review and assistance in preparing your proposal. You should submit a price proposal and a technical proposal in response to this letter. Your technical proposal should address the following evaluation criteria and should not exceed 20 pages. The criteria are listed in descending order of importance and will be evaluated as such. Evaluation Criteria 1 -- Personnel -- The contractor and staff must demonstrate a knowledge and understanding of Latino cultural, history, and contemporary issues and familiarity with the target audience(s). The contractor shall identify all key personnel and subcontractors, accompanied by resumes. The contractor shall also describe how the firm shall appropriately assign Latino staff to the project. Firms employing Latino staff and subcontractors are encouraged. 2 -- Technical Approach --The contractor shall demonstrate that the firm has the technical capabilities to develop successful, high-profile fundraising program. These tasks include identifying potential fundraising leaders; developing a near-term fundraising strategy and budget; and preparing long-term, sustainable fundraising strategies and techniques. The contractor shall document their experience in reaching out to varying donor audiences, including traditional, new, and grassroots donors and the public at large. The contractor shall show substantive experience in using traditional fundraising methods and new, cutting edge web-base and social media strategies. The contractor must demonstrate their familiarity with the target audience(s). 3 -- Management Approach -- The contractor shall demonstrate substantive experience in planning and managing large-scale, high-profile, and multifaceted fundraising projects. The contractor shall describe the approach(es) the firm will use to achieve the fundraising tasks. The contractor also shall provide a brief description their strategies and mechanisms for: earned value reporting, identifying risks, providing quality assurance, and keeping on schedule and within costs. The contractor shall briefly describe the firm's organizational and decision-making structure. 4 -- Past Performance -- The contractor shall provide documentation of previous experience in other comparable high-profile and complex projects they have led/participated in during the past 5 years. The contractor shall supply evidence of customer satisfaction, cooperation, and responsiveness. The contractor shall also document demonstrated project timeliness and cost control. The Government will choose the firm considered to be the best value to the Government based upon your response to the criteria above and your price proposal. Once proposals are evaluated, the Government reserves the right to invite offerors appearing to provide best value to participate in interviews / oral presentations. Technical factors, when combined, are approximately equal to price. Users are reminded this is a public, non-reviewed site and therefore should not post sensitive or proprietary data on the site. The Denver Service Center assumes no responsibility for the usage of this server. Helpful Hints for using the FTP site: If you haven't accessed an ftp site on your computer before, be sure your computer settings allow for viewing ftp folders. In Internet Explorer, go to the tools menu, select "Internet Options," and then select "Advanced." Be sure the "Enable Folder view for FTP sites" is checked. Download files prior to opening them. Do not open them from the ftp site. Documents are in the NMAL folder, titled Fundraising SOW and Fundraising Clauses.
