Description
Note- this synopsis follows a Sources Sought notice that was released on June 30, 2009 under Sources Sought Notice No. SS-PCPSB-05001-78. The National Cancer Institute, Division of Cancer Control and Population Sciences (DCCPS) is planning to award a contract for a program entitled: Tools for Electronic Data. The required service is defined as code 541511 under the North American Industry Classification System (NAICS). The Division of Cancer Control and Population Sciences seeks to expand the capabilities of its Surveillance, Epidemiology and End Results (SEER) program beyond its present utilization of electronic pathology records in the collection of population-based cancer surveillance data to include electronic records from the other data sources necessary to support overall data collection requirements. Major tasks required of the Contractor include the following: 1.Provide overall management for all activities, coordinate staffing and performance of separate tasks, provide liaison with the NCI Contract Officer's Technical Representative (COTR), monitor timelines, and fulfill reporting requirements. 2.Identify and characterize data elements from a high priority content area that are either not collected by SEER, collected manually, or are collected electronically but coded manually. 3. Identify and characterize available electronic record sources from which these data can be captured. 4.Develop caBIG® compatible applications that leverage caBIG® tools and infrastructure, where available, to: a.Process the electronic record selecting both the potentially reportable cancers and the portions of the record which relate to the data elements of interest. b.Electronically transmit these data to the SEER registry(s) that is/are part of the proposed team. c.Generate algorithms/protocols to autocode these data elements and auto-populate data fields in the SEER registry database. 5.Develop quality control metrics for the newly incorporated data (and its relation to other SEER data) and produce an automated quality control report on each data import, and cumulatively on data imported through the application. 6.Monitor the application during a period of data collection of approximately 6 months to 1 1/2 years. 7.Validate the quality of the data relative to manual collection methods and/or the data source. 8.Demonstrate the enhanced value of the new data items through epidemiologic/statistical analyses and the publication of a manuscript, accepted in a peer reviewed journal, or report of similar quality. An Offeror must meet a mandatory qualification criteria which requires the Contractors to have obtained the commitment of one or more SEER Registries to participate in this project by including a signed letter of commitment from the Registry Principal Investigator at proposal submission. This letter must detail the level to which the SEER Registry will be participating and must address how the level of participation responds to the requirements for registry access detailed in the Statement of Work. It is necessary to have participation of at least one SEER Registry in order to effectively test the capability and performance of software applications developed and to insure functioning of data acquisition, processing, maintenance and use for reporting and research purposes. The NCI intends to award a cost-reimbursement contract with a period of performance of four years. The Government intends to have a full & open competition for this requirement in the form of a Request for Proposal (RFP).
