Description
RECOVERY ACT PROJECT RFP VA263-09-RA-0261 NIACS 236220 Z - CONSTRUCTION PROJECT - REPLACE HVAC COILS - PHASE II General Intention: The Contractor shall provide all engineering, labor, materials and equipment to replace the HVAC coils as listed in this scope of work. Statement of Bid Item(s): 1. Isolate existing coil. 2. Drain system, as required, to complete work. 3. Remove existing coil. Demolish reheat coil from first elbow on steam line outside of air handling unit and to steam trap on condensate line. Demolish preheat coil from steam side header (header shall remain in place) to valve fitting on condensate line outside of air handling unit. Dispose of off-site. 4.Remove any auxiliary coils that have been installed in addition to the preheat valve. Contractors to verify locations during pre-proposal site walk. 5. Install new reheat or preheat coil, as required, to either match existing or maintain current heating load. Auxiliary coils on the preheat units shall not be replaced. 6. Ensure all supply and condensate return piping connections are correct. 7. Install new supply and return piping. 8.Repair or replace insulation, as necessary. 9.Label piping, as necessary. 10.Seal penetrations through air handling units. 11.Ensure valves and controls are operating properly. 12.Check, test, and start-up system. 13.If additional repairs are necessary, the contractor shall provide the VA with written documentation describing the necessary repairs and the cost to complete. 14.Work shall be completed during the normal workday. Schedule Objectives - The anticipated completion of this project is 14 calendar days after Notice to Proceed (NTP). In accordance with the VA Acquisition Regulations (VAAR 836.204) Disclosure of the Magnatude of Construction Projects, the range for this project is between $250,000 and $500,000. Liquidated Damages: $100.00 per calendar day, including holidays and weekends. NAICS 236220 - $31.0M applies. In accordance with PL 109-461 this project is 100% set-aside for Service disabled veteran-owned small business (SDVOSB) concerns. All responsible and interested offerors should submit a proposal in accordance with RFP VA263-09-RA-0261. RFP documents will be available on or about January 22, 2010. Offerors are to complete and submit their proposals (original and one copy required) not later than Monday, February 22, 2010 at 4:30 p.m. CT.
