- Description
- The Department of Veterans Affairs, Office of Acquisition and Logistics, Technology Acquisition Center has a need for support of VA's next generation of Health Information Technology (HIT). The VHA Innovation Program Goals are to provide tools, resources and processes that: Encourage innovations to emerge from the field; Allow innovations to evolve based on collaborative constructive review; provide a safe harbor for innovations to be piloted; and vet innovations from a business and technical perspective. The four innovations in this planned procurement are all to be based upon an existing Component Object Model (COM) framework for developing and delivering applications to users of the VA's Computerized Patient Records System (CPRS). The objective is to provide software engineering expertise in the development of the requirements and specifications, risk analysis, system architecture, implementation, testing, and ultimately installation of the final working products for each of the four projects described below. The artifacts produced for each phase of the software development lifecycle must comply with VA architectural and coding standards as well as Section 508 accessibility standards. The procurement will provide for the following innovations to be developed by the Contractor which are to be based upon the aforementioned proprietary COM technology: 1.VistaForms (aka "iForms") Development of a prototype framework for rapidly creating and delivering advanced electronic forms for clinical users within the CPRS developmental sandbox environment which would facilitate the continued improvement of electronic clinical documentation in the VA. 2.Medication Reconciliation - Development of an improvement to the COM tool in the Innovation Sandbox environment which allows for a medication ordering function. 3.Automated Clinic Checkout Sheet - Development an application to provide patients with a patient-friendly summary of their outpatient visit or inpatient stay in an efficient and mostly automated manner. 4.IntelliNote Diabetes Care Tool - Development within the Innovation program's sandbox environment a prototype IntelliNote - an innovative and unique solution to diabetes care deficits. This is to be a 100 % SMALL BUSINESS (SB) set-aside. Deliverables are to be FOB Destination with Inspection/Acceptance FOB Destination. The NAICS Code for this procurement is 541512 with the corresponding small business size standard of 25.0M. The solicitation number assigned to this effort is VA118-10-RQ-0047 and will be issued on or about January 25 2010. An award date no later than February 9 2010 is desired. All responsible sources may submit a proposal which shall be considered by the agency.
