Description
THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The U.S. Army Corps of Engineers, Jacksonville District, intends to negotiate and award a contract on a noncompetitive basis to the Battelle Memorial Institute, West Palm Beach Florida. This action shall be undertaken in accordance with FAR 6.302-1(a)(2) Only one or a limited number of responsible sources and no other supplies or services will satisfy agency requirements. The Water Resources Development Act of 2000 (WRDA 2000) authorized the Comprehensive Everglades Restoration Plan (CERP) as a framework for modifications and operational changes to the Central and Southern Florida Project needed to restore the South Florida ecosystem. Provisions within WRDA 2000 provide for specific authorization for an adaptive assessment and monitoring program. The Restoration Coordination and Verification program (RECOVER) is an arm of the CERP responsible for linking science and the tools of science to a set of systemwide planning, evaluation and assessment tasks. In order to support the assessment and evaluation of multiple scientific disciplines, many assessment and evaluation tools have been or are in development. This procurement action is to support data analysis, assessment and evaluation through compilation, integration, reformatting and general management of periphyton data sets used to produce System Status Reports (SSR). The proposed action will be a continuation of analysis of two individual and massive periphyton nutrient and taxonomy data sets created by research and monitoring conducted at FIU and by the Everglades Division of the South Florida Water Management District (SFWMD). The next phase of the periphyton data integration is to apply the results of the analysis and work with the RECOVER data steward to design and build the collective relational database and processing application necessary to combine the two repositories of periphyton data for Everglades systemwide assessments and evaluations. The Contractor requires knowledge of periphyton taxonomic classification, periphyton nutrient analysis, periphyton biovolume and biomass calculation. The Contractor also requires knowledge of Oracle RDBMS, ESRI Arc GIS, MS Access and MS Excel. Also, the Contractor shall write SQL queries and PL/SQL scripts to manage data sets and document processes. The Contractor must be able to physically work at the South Florida Water Management District (SFWMD) West Palm Beach headquarters as often as necessary to collaborate with the RECOVER data steward and IDM staff. The resulting product will facilitate and effect integrated Everglades systemwide, assessment and evaluation of periphyton data as required by the authorized adaptive monitoring and assessment program. The sole source determination is based upon Battelle Memorial Institutes intimate and detailed knowledge of the content, structure and characteristics of the two periphyton data sets. This experience and expertise makes the proposed source unique in meeting the technical requirement needed to proceed with developing a collective and properly integrated and processed periphyton database. The North American Industry Classification System (NAICS) for this requirement is 541690 and the size standard is $ 7 million. This Notice of Intent is not a request for proposals. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement.
