- Recovery Action. For Information Purposes Only. This is notice of the Department of Energy, Golden Field Office award of a time and materials non-competitive task order to RW Beck, Inc., Data Universal Numbering System (DUNS) 044599108 located in Seattle, Washington for Independent Engineering Services for integrated biorefinery projects. This award was made under the authority of Federal Acquisition Regulation (FAR) Subpart 8.4, Federal Supply Schedules. Award was made to a large business. This purchase was accomplished under North American Industry Classification System (NAICS) 541611. Place of performance is 1801 California Street, Suite 2800, Denver, Colorado 80202. The period of performance is 1/14/2010 thru 9/30/2015. The task order is for commercial non-personal engineering services and is performance based. The task requirements are: TASK 1 Prepare a report on the state of technology and lessons learned over the period of performance of the contract; TASK 2 Prior to Budget Period 1 assist the COR with project status assessments and preparation of Technology Investment Agreements (TIA) and Cooperative Agreements; TASK 3 During Budget Period 1 provide independent engineer and financial consulting services to DOE; TASK 4 During Budget Period 2 and Budget Period 3 provide independent engineer and financial consulting services to DOE: TASK 5 Monitor for Recovery Act Compliance; TASK 6 Analysis and Review of Integrated Biorefinery Issues; TASK 7 Attend Peer Reviews, Stage Gates, Programmatic Reviews, and Special Topic Meetings; TASK 8 Provide technical advice to DOE on preparation of future funding opportunity announcements. Rational for using other than a competitive approach: The task order was awarded against Blanket Purchase Agreement (BPA) DE-EE0001468 which was awarded competitively against General Services Administratons Mission Oriented Business Integrated Services schedule contracts. Only one quote was received and only one BPA was awarded against GS-10F-0324T. To compete this task order now or award to any other source would not be practical and would result in substantial duplication of cost to the government that is not expected to be recovered through competition. Additionally, services are needed immediately to satisfy mission requirements. Rational for using other than a Firm Fixed Price approach: A Time & Material contract was utilized because there are several uncertainties involved in the contract that can not be identified and quantified with reasonable estimates. Sufficient factual information did not exist at the time of award to permit the exclusive use of a Firm Fixed Price contract. Some requirements however, may be Firm Fixed priced to the maximum extent practical. No other contract type authorized by FAR 16.000 is suitable. This contractual action was justified in accordance with FAR 16.601 Time and Material Contracts.
