- "THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY." THIS OPPORTUNITY IS AVAILABLE ONLY TO CLARK/BALFOUR BEATTY (CBB) JOINT VENTURE AS A SOLE SOURCE PROCUREMENT. TITLE: RENOVATION OF OPERATING ROOMS AT NATIONAL NAVAL MEDICAL CENTER, BETHESDA, MARYLAND. This proposed contract action based on other than full and open competition will be a firm-fixed price, sole source award to CBB for design build RFP development and Post Award Construction Services (PCAS). It was requested that other than full and open competition be permitted pursuant to 10 U.S.C. 2304 (c) (2) as implemented by the FAR 6.302-1 - only one responsible source. The CBB team is already responsible for repair, upgrade and reconfiguration of 17 existing Operating Rooms (OR) as well as the reconfiguration and renovation of adjacent supporting spaces and systems including mechanical, electrical and plumbing infrastructure to create ORs that fully comply with DOD unified facilities criteria. A separate project, BRAC design/build contract awarded to CBB, requires the addition of three (3) state-of-the-art ORs to the existing MC OR suite. These three new ORs will enable the new Walter Reed National Military Medical Center (WRNMMC) to perform specialized surgery now performed at the current Walter Reed Army Medical Center (WRAMC). These three new Ors under the BRAC program are required to facilitate the closing of WRAMC. Due to their long-term involvement with the project, CBB is well versed in the hospital's requirements, as they are nearly identical to those of the original. The estimated release of the RFP is the 29th of January 2010. The time frame for receipt of proposals will be provided in the solicitation notice.
