Description
This is a notice of proposed contract action as required by FAR 5.2. This is NOT a solicitation, and proposals are NOT being accepted at this time. This notice is for the planned acquisition of roofing repair and replacement services at the United States Air Force Academy (USAFA). The small business size standard is $14 million. It will be a Firm, Fixed-Price (FFP), Indefinite Delivery-Indefinite Quantity (IDIQ) Construction Contract. This acquisition is synopsized under North American Industry Classification System (NAICS) Code 238160, Roofing Contractors. It has been determined that competition will be limited to 8(a) firms located within Region VIII (Colorado, Montana, North Dakota, South Dakota, Utah, and Wyoming) and other 8(a) construction firms with a bona fide place of business within the geographical competitive area and the assigned NAICS code. All other 8(a) BD Participants are deemed ineligible to submit offers. The work requirements to be performed by the offeror consist of, but are not limited to, a broad range of roofing repair, minor construction/alteration and renovation work on real property at USAFA; Farish Recreation Area, located near Woodland Park, CO; and Bull's Eye Auxiliary Airfield, located near Ellicott, CO. Work may occasionally be required on other Department of Defense (DoD) installations within a 25-mile radius of USAFA as deemed necessary by the contracting officer. This work is required in support of the 10th Civil Engineering Squadron (10 CES) Base Civil Engineering activities. During the contract period, the 10 CES will identify roofing projects and issue individual task orders for each project. The task orders may be for minimal design, design-build or build only. The contractor will provide a proposed statement of work, drawings and a cost proposal as indicated in each task order request for proposal and statement of work. The cost proposal will contain the base costs in the Facilities Construction Cost Data by RSMeans (e4clicks Project Estimator software) multiplied by the contractor's coefficient. All work shall conform with the requirements of the anticipated contract. This includes furnishing all materials, labor, plant, tools, equipment, transportation, supervision, management and other services, including engineering/technical design support as well as any necessary related items. With the exception of federal holidays, the contractor will be required to be available every weekday to receive task orders and provide other management services related to accomplishing individual task orders. Individual task orders will vary in size and complexity. The task orders will include multi-discipline construction trades, including but not limited to carpentry, roofing, sheet metal, painting, plumbing, demolition, concrete masonry, and welding. Place of Performance: US Air Force Academy, Farish Recreation Area, Bull's Eye Auxiliary Airfield and other DoD installations within a 25-mile radius of USAFA. Period of Performance: The anticipated performance period is one (1) base year with four (4) 1-year options. The magnitude of this contract is between $10,000,000 and $25,000,000, as cited in FAR 36.204(ii) and DFARS 236.204(b), Disclosure of the magnitude of construction projects. The guaranteed minimum is $50,000.00. The anticipated solicitation and subsequent amendments will be issued electronically via FedBizOpps at https://www.fbo.gov. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this office. There will be no preannouncement of when the solicitation for this requirement will be available. However, the anticipated issuance date for the solicitation (FA7000-10-R-0017) to FedBizOpps is expected on or about 4 February 2010, with a closing date 30 days after it is issued. The anticipated award date is 31 March 2010. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
