Description
Solicitation W912EK-10-T-0022 for one complete set of hydro turnine bearings will soon follow. SCOPE OF WORK: The contractor is to provide one complete set of Lignum Vitae hydro-turbine bearings for Lock and Dam 15. Four staves and four base plates are required per bearing, for a total of four complete bearings. Quotes containing any other material than the Lignum Vitae specified herein for the bearing should refer to clause 52.211-6. BACKGROUND: Lock and Dam 15 has had continual issues with the Thordon hydro turbine bearings made of composite metal. The life of the first composite metal bearing lasted 6 years and the second composite metal bearing lasted less than 2 years. The original hydro turbine bearings made of Lignum Vitae, a rare wood, lasted from 1934 to 2001. The Lignum Vitae bearing design kept the hydro turbine in service for sixty-seven years. Modern composite metal bearing materials such as Thoradon, Ryetex, Mycarta, and Phenolics are unacceptable materials due to their inability to match the characteristics of Lignum Vitae. Lignum Vitae is a rare and endangered natural resource that needs to be machined to fit the existing shaft of the hydro turbine. Not only does the Lignum Vitae provide the strength needed to keep the shaft in place, but it also lubricates the shaft and aids in filtering the raw water of the Mississippi River. Lignum Vitae is the heartwood of the genus Guaiacum; the scientific name is Guaiacum Officinale, G. sanctum. Two aspects have made Lignum Vitae a key resource in hydro-turbine bearings: hardness and self-lubrication. SPECIFICATIONS FOR LIGNUM VITAE BEARINGS: MATERIAL: The material of the bearing shall be made of Lignum Vitae with a stainless steel backing plate. The Lignum Vitae and stainless steel base plate shall be fastened together making one piece. The lignum vitae minimum thickness shall be 2.48 and the backing plate shall be stainless steel. The salient characteristics of Lignum-Vitae are as follows: Category Units Dry Weight 77 lb/cu ft Density (air dry) 77-82 lb/cu ft Specific Gravity 1.37 Hardness 4,500 lb Max. Crushing Strength 11,400 psi Bending Strength 17,760 psi Elasticity 2,304,000 psi HYDRO-TURBINE STANDARDS: The bearing elements shall be arranged relative to the driveshaft in accordance with accepted industry standards for wood hydro bearings. Engineering experience is critical to machine the bearing to fit the shaft since it is not perfectly cylindrical. LEGAL DOCUMENTATION: The Contractor shall demonstrate that the Lignum Vitae has been imported to the U.S. in compliance with the Convention on International Trade in Endangered Species (CITES). DETAILED DRAWINGS: Detailed drawings must be provided with the submittal of the bid. The drawings must be adjusted from the ATTACHED metal Thordon bearings to Lignum Vitae, using industry standards for wood hydro bearings. GUIDANCE: The electrician at Lock and Dam 15 can help aid in the production of the drawings due to hands on experience with the hydro-turbine. However, if questions cannot be answered in a suitable manner, it is the contractors responsibility to arrange a site visit with the lockmaster. DELIVERY: All quotes must include delivery to Lock and Dam 15 along with installation guidelines specified by industry standards for wood hydro bearings.
