- Sources Sought Questionnaire The Naval Air Warfare Center Training Systems Division (NAWCTSD) is planning the award of an Instructional Systems Development (ISD) contract. This contract will encompass the scope previously included in the NAWCTSD Training Systems Contract (TSC) Lot II. Preference will be given to making multiple awards with a long term ordering period, from 5 -8 years. This contract vehicle, the NAWCTSD ISD Multiple Award Contract (ISDC), will be designed to support current and future customers, including military communities from air, land, surface, undersea, cross platform, and joint systems, as well as other Government agencies. ISDC will provide the ability to analyze, design, evaluate, develop, produce, sustain, and implement traditional training solutions, technology-based training, job aids and performance support systems. ISDC will also provide support for concurrency management of existing training solutions, update/modernization of training delivery systems and conversion of training solutions and delivery systems to new and emerging technology. ISDC is in the acquisition planning stages and is examining the following functional areas, within the ISD process, to determine the optimal grouping of skill-sets required to optimally support customers. The three functional areas being examined are: •Analysis, Design and Evaluation •Development, Production, and Implementation •Sustainment of Training Solutions As stated earlier, the ISDC team is in the acquisition planning stage and is conducting market research to support this process. Attached is a questionnaire concerning your company’s human capital, facilities, past performance, capabilities, processes, tools, and capacity to perform. Please complete the attached questionnaire. The open ended essays are provided to solicit your company’s opinions in a qualitative manner. To reduce your company’s time investment in providing a response, the second section of the market research questionnaire is in table format. Your company’s responses to the questionnaire will support the acquisition planning process. The responses received will assist the ISDC team in finalizing an acquisition process and help identify potential opportunities for socio-economic considerations. This sources sought is being posted under numerous NAICS codes to ensure that the maximum amount of interested parties are notified. Responses to this sources sought will be considered when the final solicitation NAICS code is selected. This is a request for information only and should not be construed as a commitment by the Government. No reimbursement will be made for any costs associated with providing the information in response to any submittals.
