- The purpose of this modification is to provide the updated final solicitation number, and to provide the Government's response to questions and comments received for the Draft Solicitation N68936-09-R-0066. The final solicitation number will be N68936-10-R-0022, and it will be available through NECO and FEDBIZOPPS. Questions/Comments received for the Draft Solicitation and the Government's response are as follows: 1. Q: Contract Terminology: In most cases the contract is referred to as "WSISS". However, on pages 4 and 117 of the DRFP, the term WSISS3 is used. What is the correct term? A: For proposal purposes, please refer to the prospective contract as WSISS. 2. Q: Past Performance Page Count: Instructions for Volume 3, paragraph vii places a page count limit of 10 pages on Relevant Contract Experience. However, paragraph viii allows 3 pages for Systematic Improvement discussion. Is the total page count for these two section 13 pages - or is the paragraph viii allocation included in the 10 pages allotted in paragraph vii? A: The limits imposed for Volume III are as follows: - The prime offeror must present for evaluation no more than three (3) contracts or subcontracts, limited to 10 pages each. -Each proposed subcontractor must present for evaluation no more than two (2) contracts or subcontracts, limited to 10 pages each. -The discussion on Systemic Improvement is separate, and the three (3) page limitation is in addition to all other requirements. 3. Q: Section C, Performance Work Statement (PWS), C2.1.7(i) states "The requirement that Offerors submit a proposed Software Development Plan (SDP) with their proposals, and, during contract performance, deliver a completed SDP (based on the proposed SDP)". This implies that a SDP is a required part of the response to the solicitation. However, there is no explicit requirement for a SDP in section L. Please clarify - is a SDP required to be submitted with our proposal? If yes, what are the requirements for the SDP. A: If a SDP is determined to be required, a proposal will be requested at the Task Order level. The Government is not requesting a SDP in this solicitation. 4. Q: Section B - Supplies or Services and Prices, has been provided in an non-editable format with the draft solicitation. Will an editable MSWord 2003 document be provided before or with the final solicitation? A: The Government will provide the final solicitation in an editable format, posted on NECO and FEDBIZOPPS. 5. Q: Section K - Representations, Certifications and Other Statements of Offerors, has been provided in an non-editable format with the draft solicitation. Will an editable MSWord 2003 document be provided before or with the final solicitation? A: See the answer to question number four above. 6. Q: Section L, 5252.215-9520 I (a), page 101, states that for Volume IV (Cost/Price), the offeror must submit 6 paper copies. However, Section L, 5252.215-9520 I (e) (4) (iii) (1), page 115, states the offeror must submit Original and 6 copies - 7 copies total. Please clarify the number of copies for Volume IV. A: The correct number of copies for Volume IV is six (6) total. 7. Q: Section L, 5252.215-9520 I (e) (3) (vi), page 113, states "shall solicit one (1) Past Performance Survey (Attachment 4 to the Solicitation)". However, the survey appears as Attachment 6 in the draft solicitation. Is the section L reference in the draft solicitation incorrect? A: This was a typographical error. The survey will be Attachment 6 in the final solicitation. 8. Q: Attachment 6 - Contractor Past Performance Evaluation Survey and Confirmation of Completed Contractor Past Performance Evaluation Survey, have been provided in an non-editable format with the draft solicitation. Will an editable MSWord 2003 document be provided before or with the final solicitation? A: See the answer to question number four above.
