- Justification for other than full and open competition Defense Contracting Services Office, Philadelphia, PA intends to solicit and award a sole source, firm fixed price purchase order to FAST-a Microsoft Subsidiary for the Enterprise Search Platform (ESP) License Maintenance renewal. This acquisition will be conducted in accordance with FAR 13.5 Test Program for Certain Commercial Items procedures, and Other Than Full and Open Competition as authorized by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The requirement consists of the renewal of license maintenance for the Enterprise Service Platform (ESP) for the period of one year, Jan 2010 through January 2011. The applicable NAICS code is 541511 Custom Computer Programming Services. Any interested party, other than FAST, that feels they can satisfy this requirement must identify their interest, experience, and capability to satisfy the requirement no later than Tuesday January 25, 2010, 3pm EST.
