Description
This acquisition for construction services has been changed from a Request For Proposal (RFP) to an Invitation For Bid (IFB) sealed bid procurement. A new IFB solicitation will be issued to replace the RFP solicitation originally issued on 1/11/2010. The Department of Veterans' Affairs is seeking the services of a qualified Service Disabled Veteran Owned Small Business to provide all labor, material, transportation, equipment and qualified supervision required to remediate the infiltration and intrusion of water through exterior brick veneer wall surfaces on the south, east and west elevations of Building 500, at the VAMC, Richmond VA. The "Caulk and Seal Investigations and Recommendations" dated 11/12/09, and accompanying detail drawings, as prepared by Cornerstone Architects, 27 West Broad Street, Richmond, VA, shall form the "technical documents" upon which proposals shall be based upon. This project is entitled "Caulk & Seal Section II" and is a Recovery Act funded project (652-08-130FCA) and is a continuation of a Phase I project (652-07-103)which involved similar work on the North elevations of Building 500. All work shall meet VA, OSHA, NFPA, State, Industry, and BOCA requirements and construction standards. As a minimum, work shall include : 1.Modifications of flashing and masonry above windows as detailed on SK-4. 2.Modifications and extension of cap flashings as detailed on SK-2. 3.Replacement of neoprene weather stripping (interior and exterior)at operable windows in contract elevations. (materials provided by VA) 4.Tuck pointing of miscellaneous open mortar joints at shelf angles at contract elevations. All work shall be in performed in strict accordance with the technical documents. The NAICS code for this procurement is 236220 with a small business standard of $33,500,000. The estimated construction cost is between $1,000,000.00 and $2,000,000. The specifications and drawings will be uploaded as part of the Invitation For Bids on/about 1/20/10. A date and time for a pre-bid/walkthrough will be stated in the solicitation. The date, time and location of the public bid opening also be stated in the solicitation. To be qualified to submit a proposal for this project, firms must be registered at Central Contract Registry and Vet Biz, prior to award. The Online Representations and Certifications must be completed by each bidder prior to the bid opening. Contract award is contingent on the availability of funds.
