Description

The Naval Air Systems Command intends to award a Cost Plus Fixed Fee (CPFF) modification to Delivery Order (DO) 0025 under NAVAIR BOA N00019-06-G-0014 to Alliant Techsystems Inc., Clearwater, FL. DO 0025 provides for implementation of Hostile Fire Indication (HFI) capability into the AN/AAR-47 Missile Warning System (MWS). This modification will procure support of additional testing and data collection events, provide for more in depth analyses and reports on Operational Flight Program (OFP) enhancements, and provision for a build 3 of the software all of which are required for successful completion of the HFI Enhancement program. This action is being awarded on a sole source basis to Alliant Techsystems Inc. of Clearwater, FL. As the sole designer, developer, and manufacturer of the AAR-47 Missile Warning System (MWS), Alliant Techsystems Inc. is the only qualified source which possesses the requisite knowledge required to perform this requirement in a timely and cost effective manner. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c) (1), as implemented by Federal Acquisition Regulation 6.302-1, “only one responsible source and no other supplies or services will satisfy agency requirements.” This notice of intent is neither a request for proposals nor a solicitation of offers.
