Description
The Naval Air Systems Command (NAVAIR) intends to award a Cost Plus Incentive Fee (CPIF) contract to McDonnell Douglas Corporation (MDC), a Wholly Owned Subsidiary of the Boeing Company, St. Louis, MO 63166, for the development, testing and integration of an Infrared Search and Track (IRST) system into the F/A-18 E/F Block II aircraft. The proposed contract represents the Engineering and Manufacturing Development phase of the F/A-18 Infrared Search and Track (IRST) program. This contract will require the design, development, fabrication, testing and integration of an IRST into the F/A-18 E/F Block II aircraft weapon system including the delivery of 3 EDM units. As the sole designer, developer, manufacturer and supplier of the F/A-18 E/F Block II Aircraft weapon system, MDC is the only firm which possesses the requisite knowledge, experience and technical data required to successfully complete the complex build and integration of an IRST into the F/A-18 E/F Block II aircraft weapon system without compromise to the F/A-18 aircraft weapon system, without casing unacceptable delays in meeting the Navy’s operational requirements and without substantial duplication of cost to the Government. Furthermore, only MDC has the F/A-18 peculiar engineering data and expertise, facilities and test equipment to provide the Government’s minimum needs in a timely manner. MDC is the contractor for the IRST Technology Development effort. The Contracting Officer is: John Britt, John.Britt@navy.mil (301) 757-5940; the Contract Specialist is: John R. Tomechko, John.Tomechko@navy.mil (301) 757-7032. See Note 22.
