Description
The U.S. Department of Health and Human Services (DHHS), Program Support Center, Division of Acquisition Management intends to issue a Request for Proposal (RFP) sometime early in 2010, on behalf of the DHHS, Assistant Secretary for Preparedness and Response (ASPR) Office of Preparedness and Emergency Operations (OPEO) National Disaster Medical System (NDMS) Operations Branch. 1. Purpose: The purpose of this task is to provide a mechanism for reimbursing definitive medical care provided to National Disaster Medical System (NDMS)-placed patients who were victims of declared disasters or public health emergencies in 2009. Reimbursement, under the guidelines of the NDMS, will be made to hospitals (and licensed practitioners providing medical services to NDMS inpatients within those hospitals) that participate in the NDMS. Background information regarding any current disasters or public health emergencies may be found at www.hhs.gov HHS plans to enter into a contract with a qualified organization that can meet the mission of providing a mechanism for reimbursing definitive medical care provided to National Disaster Medical System (NDMS) – placed patients who were victims of declared disasters of public health emergencies in 2009. Though the RFP will not be a set-aside, all qualified Small Business Concerns, including 8(a), veteran-owned small businesses, service disabled veteran owned small businesses, HUBZone small businesses, small disadvantaged businesses, and women owned small businesses are encouraged to submit a proposal. The contract will require the following: • Past Experience – it is a reasonable expectation that events will occur that require relocation of patients to hospitals and to providers that are part of the National Disaster Medical Systems and past experience is essential in implementing the requirements. • Operational Requirements – Contractor shall independently, and not as an agent of the government, furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the government, to develop and administer a claim-based reimbursement program for definitive medical care provided by qualified hospitals and licensed practitioners, in accordance with applicable laws and regulations and the 24 October NDMS Partners Memorandum of Agreement. • Claims processing, Customer Service, Claims Payment, Dissatisfied Claimants (Appeals), Fraud and Abuse, Project Management Plan and Schedule, Financial Management, Record Keeping and Reporting Requirements, Key Personnel, Operational Phase-Down and Close-Out and Lessons Learned. • This contract will have the following objectives: provide a mechanism for reimbursing definitive medical care provided to National Disaster Medical (NDMS) – placed patients who were victims of declared disasters or public health emergencies in 2009, and to provide reimbursement, under the guidelines of the NDMS, to hospitals and licensed practitioners providing medical services to NDMS inpatients within those hospitals that participate in the NDMS 2. Period of Performance: The period of performance for this contact will be 12 months, beginning on the date of award. The proposed contract will also include four 1-year option periods, to be exercised at the discretion of HHS, through the Contracting Officer. The RFP will be posted on FBO approximately 30 days after this notice is issued. Only electronic copies will be available. Proposals will be due at a minimum of 30 days after the RFP is issued. THIS IS NOT A RQUEST FOR PROPOSAL(RFP), INVITATION FOR BID (IFB), REQUEST FOR QUOTE (RFQ), REQUEST FOR APPLICATION (RFA) OR AN ANNOUNCEMENT OF A SOLICITATION AND DOES NOT ASSUME THE GOVERNMENT WILL AWARD A CONTACT OR PROCEED WITH ANY OF THE ABOVE SOLICITATION IN THE NEAR FUTURE.
