- RFQ, 10-Q-FZ008 52.212-5 52.212-3, Reps and Certs This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.6, as supplemented with additional information included in this notice. This announcement consititutes the synopsis and solicitation; quotes are being requested and the written solicitation is attached. The solicitation number is HSCG40-10-Q-FZ008 and is issued as a Request For Quotation (RFQ). This announcement incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-38 and as supplemented with additional information included in this notice. This acquisition is solicited under procedures for other than full and open competition, the NAICS code is 811219 and the small business size standard is $7M. The Government intends to award this reuirement to the manufacturer, Rockwell Collins, on a sole source basis. It is the Government’s intention to solicit and negotiate solely with Rockwell Collins as they are the only source for this equipment that has the required capabilities, embedded firmware and systems to operate, maintain and repair these circuit card assemblies. The Government did not procure the data rights to the specifications, drawings, or documentation necessary to perform these repairs. NOTE: NO DRAWINGS, SPECIFICATIONS OR SCHEMATICS ARE AVAILABLE FROM THIS AGENCY. The U.S. Coast Guard Engineering Logistics Center has a requirement for: the repair of Rockwell Collins power supplies and amplifiers. See attached RFQ (10-Q-FZ008) for more information. Vendors interested in providing a quote should view the attached solicitation and fill out the simple RFQ and return to the POC of this notice, preferably by email. The attached Packing Instructions, SOW, clauses, and other attachments need to also be viewed and adhered to. A copy of the sole source letter is available upon request. Offerors may obtain full text versions of these clauses and provisions electronically at http://www.arnet.gov/far. Offerors are instructed to include a completed copy of Federal Acquisition Regulation (FAR) 52.212-3, "Offerors Representations and Certification--Commercial Items (AUG 2009)" and Alt 1 included with their quotation, or be registered with Online Reps and Certs https://orca.bpn.gov/. FAR Provision 52.212-1, Instructions to Offerors--Commercial Items (JUNE 2008). FAR Clause 52.204-7, Central Contractor Registration (JUL 2006) is incorporated by reference. FAR Clause 52.212-4, Contract Terms and Conditions--Commercial Items (OCT 2008). FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders (DEC 2009) applies to this acquisition, is attached in full text with applicable clauses marked, and has Homeland Security Acquisition Regulation (HSAR) 3052.209-70, Prohibition on Contract with Corporate Expatriates (JULY 2007) in full text. A formal notice of changes, if applicable, will be issued in FedBizzOpps (www.fbo.gov) via amendment(s). It is each vendor’s individual responsibility to the monitor the EPS system for changes.
