- 1/13/2010 - Based on the market survey and recent SPAWAR internal review,the contract strategy for this procurement will be full and open competitionresulting in a single award. It is anticipated that award will be an indefinitedelivery/indefinite quantity, cost-plus-fixed-fee performance based contractwith the option to award firm fixed price orders for a base of one year, withfourone-year option periods. The Request for Proposal (RFP) is anticipated to beposted on or before 30 March 2010. Draft Sections L, M, and C will be postedas soon as they are available. No further documentation is required as aresultof this notice. The Space and Naval Warfare SystemsCenter, Charleston (SSCC) intends toissue a Request for Proposals (RFP) fortechnical support services to the USNavy as well as other Department ofDefense (DoD) agencies. The primaryfocus of this acquisition will be thesupport of the United States andUnited Kingdom Navy shipboard andshore cryptologic systems worldwide inthe areas of test and evaluation. Thisincludes assessment, operational andmaintenance training, equipmentrepair, and In-Services EngineeringAgent (ISEA) functions general ISEAsustainment support for othercustomers and agencies with otherthan shipboard requirements will alsobe supported by this contract vehicle.Work to be performed under thiscontract will require a Secret Clearanceand up to a Top Secret Clearance maybe required as well as a Top SecretFacility Clearance with the capability toprovide storage of classified materialup to and including Secret material.The applicable NAICS code for thiseffort is 541330 with a size standard of$25M. The Government Estimate forthis effort is $97M. This is a newrequirement. Parties who have the capability toperform the services described aboveand in the attached DRAFTPerformance Work Statement arerequested to submit capabilitystatements, limited to not more thansix (6) pages in length, single-spaced,12 point font minimum and mustaddress the following (1) Name,address, telephone number and emailaddress of firm; (2) Size of business:average annual revenue for past threeyears and numbers of employees,Cage code, DUNS number, NAICS code;(3) Ownership: Large, Small, SmallDisadvantaged, 8(a) and/or Woman-owned; (4) Number of years inbusiness; (5) Technical capability; (6)affiliate information: parentcorporation, joint venture partners,potential teaming partners, primecontractor (if potential sub) orsubcontractors ( if potential prime); (7)a list of customers covering the past 5years, highlighting relevant workincluding a summary of workperformed, contract number, contracttype, dollar value for each customerreferenced and customer point ofcontact with telephone number. A cost-plus-fixed-fee, indefinitedelivery, indefinite quantity typecontract with a base of one year withfour one (1) year options isanticipated.
