Description
The Federal Bureau of Prisons (FBOP), Privatized Corrections Contracting (PCC), Washington, D.C. intends to issue solicitation RFQ-TDAT-085-0, for the requirement of community-based outpatient substance abuse treatment services. The facility should be located within a radius of 15 miles from Cornell Corrections RRC at 353.5 Parks Hwy., Ester, Alaska 99725 and accesible to local public transportation. The solicitation is restricted to 100% Small Business. Performance periods under this contract will be for a one year-base period to begin from Award (estimated 3/1/10) with four (4) one-year option periods, ending (if all options years are renewed) on February 28, 2015. The solicitation is for a firm fixed price, requirements contract. The government will award to the responsible offeror whose bid, conforming to the solicitation, is considered most advantageous to the government with price and technical requirements considered. Technical requirements will be rated on a pass or fail basis. The services shall be in accordance with the FBOP's Transitional Drug Abuse Treatment (TDAT) Statement of Work dated March 2009. This solicitation will be made available on or about 1/29/10 and will be posted on the General Services Administration's website for Federal Business Opportunities (FedBizzOpps) at http://www.fedbizzopps.gov. Future information about this acquisition, including solicitation amendments, will be distributed through FedBizzOpps. Hard copies of the solicitation will not be made available. Interested parties are responsible for monitoring the site to ensure they have the most current information about this solicitation. The estimated closing date for the solicitation is on or about 2/15/10. Payments will be made by electronic funds transfer. The Federal Acquisition Regulation (FAR)52.212-3, require each offeror complete Representations and Certifications via the On-Line Representations and Certifications Application (ORCA) at http://orca.bpn.gov. Faith-Based and Community Based Organizations submitting quotes will be equally considered (Aug 2005). Option Year One: Intake Assessments (one per inmate) = 2 assessments; Individual Counseling Sessions (30 minutes = 1 unit), 24 units (per inmate) = 24 units; Group Counseling Sessions (30 minutes = 1 unit)= 360 units; Family Counseling Sessions ( 30 minutes = 1 unit) = 72 units; Mental Health Intake assessment and report (one assessment and report per inmate) 1 per inmates = 1; Psychiatric Evaluation and Reports (one per inmate) 1 inmates = 1 reports; Mental Health Individual Counseling (12 per inmate) 2 inmates = 24; Mental Health Group Counseling (24 per inmate)2 inmates = 48 sessions and Mental Health Medication Monitoring (6 per inmate) 2 inmates = 12 visits. Option Year Three: Intake Assessments (one per inmate) = 3 assessments; Individual Counseling Sessions (30 minutes = 1 unit) = 216 units; Group Counseling Sessions (30 minutes = 1 unit) 1080 units; Family Counseling Sessions ( 30 minutes = 1 unit) = 216 units; Mental Health Intake assessment and report (one assessment and report per inmate) 1 per inmates = 1; Psychiatric Evaluation and Reports (one per inmate) 2 inmates = 2 reports; Mental Health Individual Counseling (12 per inmate) 5 inmates = 60; Mental Health Group Counseling (24 per inmate)5 inmates = 120 sessions and Mental Health Medication Monitoring (6 per inmate) 5 inmates = 30 visits.
