- This solicitation is being issued as a Request for Proposals in response to a requirement for Return Preparer Registration. This will be a no-cost contract. The vendor will be authorized to charge preparers a reasonable fee for registration and renewal. The vendor will be required to collect a user fee from preparers upon registration and/or renewal, and remit that fee to the IRS.
