Description
THIS IS A PRE-SOLICITATION NOTICE ONLY. The solicitation will be available on or about January 28, 2010 at https://www.neco.navy.mil. Naval Facilities Engineering Command Southeast, Jacksonville, FL is currently seeking construction contractors for Solicitation Number N69450-10-R-0755 to obtain construction services for Naval Air Station Pensacola, FL that will entail the design and construction (design- build) of Corry 'A' School Bachelor Enlisted Quarters. Project Scope is: CORRY 'A' SCHOOL BACHELOR ENLISTED QUARTERS. This project will be for the design and construction of a permanent, four story brick building with structural steel framing, and a standing seam metal roof. The BEQ will have 83 (2+2) modules that will house 332 'A' school students training at the Center for Information Dominance (CID). The (2+2) modules will include space for two bedrooms, shared bath, closets, refrigerator, and a microwave. The project will include all electrical and telecommunications wiring, internet cable hookups and telephone services. Heating, ventilation, and air conditioning systems will include an outdoor air unit and a chilled/hot water fan coil unit system with Direct Digital Controls and heat recovery system for domestic water heating. The facility will have a fire suppression system, detection devices, alarm system, mechanical and electrical utilities, paving, and site improvements. The project will conform to anti-terrorism/force protection standards and follow LEED and Federal Energy Acts compliance criteria for design, development, and construction and will seek to blend with the surrounding campus buildings. This solicitation is being issued as a 100% Small Business set aside. The Government will only accept offers from small business concerns. This is a negotiated procurement, using the Best Value Tradeoff Approach that will result in a Firm Fixed-Price Construction Contract. The Government anticipates a contract award for this project in July 2010. The appropriate NAICS Code is 236220 Commercial and Institutional Building Construction, with a size standard of $33.5 million dollars. The estimated cost of construction (budget range) is between $15,000,000 and $25,000,000. The contract duration is 754 calendar days from date of contract award. SITE VISIT: The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. A site visit is planned. The date and time will be announced in the solicitation. NOTE: THIS WILL BE THE ONLY SITE VISIT HELD FOR THIS SOLICITATION. Additional requests for site visits will not be entertained. This solicitation will be posted to https://www.neco.navy.mil, under the solicitation number N69450-10-R-0755. The solicitation will be available for download free-of-charge via the internet at https://www.neco.navy.mil. This will be the only method of distribution of amendments; therefore IT IS THE OFFERORS RESPONSIBILITY TO CHECK THE WEBSITE, https://www.neco.navy.mil, PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. The Government will not pay for information requested nor will it compensate any respondent for any proposal.The successful offeror must be currently registered in the Central Contractor Registration (CCR) database, with a valid DUNS number, prior to contract award. Offerors not already registered in the CCR database are highly encouraged to do so by calling 1 (888) 227-2423, or via internet at http://www.ccr.gov. Failure to register in the CCR database may render the successful offeror ineligible for award. In accordance with FAR Clause 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans, all offerors must be registered on https://vets100-vets.dol.gov to be eligible to receive the contract award.
