- DHHS, SUPPLY SERVICE CENTER, PERRY POINT, MARYLAND, intends to award a Firm-Fixed Price contract to TECSYS USA, INC. for the upgrade of the ELITE Series Software to Release 8.0 at an estimated cost of $ 98,445.00. The proposed contract action is a software upgrade to existing software that DHHS already owns. This is proprietary software used for warehouse and inventory management and is available on a sole source basis from TECSYS USA, INC., 10488 Buxton Place, Powell, Ohio 43065-8760. TECSYS is the sole provider for this software upgrade and software maintenance. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-37. The associated North American Industry Classification System (NAICS) Code is 511210. Interested vendors may identify their interests and capabilities to the requirement no later than 10:00 am EST, Jan. 26, 2010. The Government will consider all responses but a determination not to compete this action is solely under the discretion of the Government. This action is under the authority of 10 USC 2304 (c) (1), as set forth in FAR 6.302-1. Only one responsible source and no other will satisfy agency requirements. No telephone requests will be accepted.
