Description
This is a Request for Information (RFI) for Cultural Awareness Training to be performed at the Middle East District (MED) of the U.S. Army Corps of Engineers (USACE). The purpose of this training is twofold, to provide cultural awareness training to (1) MED employees who interact with and/or may travel to the Middle East and Central Asia, and (2) Government employees who deploy primarily to Iraq and Afghanistan through the USACE Deployment Center (UDC). Additional training outside of a fixed schedule may be requested as needed. The place of performance for all training is in the USACE-MED Winchester, VA facility. PURPOSE: The sole purpose of this RFI is to solicit information from qualified business concerns interested in providing cultural awareness training, that satisfies the objectives discussed below. There is no business size restriction and all vendors are encouraged to respond to this RFI. Information obtained from this Request for Information will be used for Market Research purposes only. A solicitation or request for quotation may be released at a future time. No award will be issued as a result of this RFI. STATEMENT OF OBJECTIVES " Provide cultural awareness training to Middle East District employees who travel to the Middle East and Central Asia and/or who interact with host government and local personnel in the conduct of U.S. Government business. The goal of this training is to increase the employees' awareness of the social customs and cultural norms of foreign countries within these regions, and thus enhance the effectiveness of conducting business in these countries. Training should cover social customs and cultural etiquette, body language, behavior, and verbal communication; effective business techniques and intercultural negotiations; concerns for women dealing in these foreign business environments; and facilities design considerations. The vendor may be called upon to provide one to two day training on a periodic basis to be determined, but not less often than twice yearly; and will be called upon to provide refresher training yearly, with duration to be determined, but possibly 4 hours. Vendor will be required to provide written material to trainees to support all training initiatives. " Provide an option for a Train-the-Trainer program. " Provide cultural awareness training for Government employees who are deployed to Iraq and Afghanistan weekly. The duration of this training will be 90 minutes. The intent is to provide training in person at a specified time each week, except for two to three weeks when the USACE Deployment Center is closed (during major holidays). As an alternative, vendor may submit a plan for a 90-minute program that can be completed online or via the use of video and/or other reference materials. RESPONSES TO THE RFI Although there is no specific format to which the vendor must adhere, a response to this RFI must include the following: " The first section of the response entitled Response to the Statement of Objectives should address each objective discussed above, by providing an explanation of how the respondent's proposed program offering will meet each stated objective. " The second section of the response entitled Additional Information should address the following items, but only to the extent that they are not otherwise addressed in the first section: list of courses offered with course descriptions, and the cost or other monetary consideration based on a firm fixed price agreement. " The third section of the response entitled Other Contract Vehicles should identify any existing contracts the responding institution has with any DoD entity under which the proposed program offering may be obtained. All responses must be received by MED by 5 PM EST on 19 January 2010 to the attention of Barbara Stuart, Contract Specialist. Electronic responses are to be emailed to barb.stuart@usace.army.mil. Microsoft Office (e.g., Word, Excel, PowerPoint) and/or PDF attachments are acceptable. Questions related to this RFI may be sent to Barbara Stuart at the same email address. DISCLAIMER: This RFI is issued solely for information and analytical purposes. It does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this notice are not an offer and cannot be accepted by the Government to form a binding contract. After analysis of the responses, the Army may elect to issue a formal solicitation. Responses to the RFI will not be returned. Respondents are solely responsible for all expenses associated with responding to this RFI. The Government will not pay for information received.
