Description
Building 225 Drawings total 34 drawings Solicitation and specifications This announcement is a Request for Proposal (RFP). The solicitation is available at this time. The purpose of this solicitation notice is to advertise that the U.S. Department of Commerce, National Institute of Standards and Technology (NIST), is contracting for the upgrade of the existing Computer Room Air Conditioning (CRAC) units and power and uninterruptible power supplies at the NIST Gaithersburg, MD Campus. The Government intends to solicit this acquisition as a 100% HUBZone small business set aside. All HUBZone small businesses are encouraged to propose on this project. The main requirements are assigned a NAICS Code of 238220 with a small business size standard for such requirements of $14.0M. It is important to note that in accordance with Federal Acquisition Regulation 52.219-14 - Limitations on Subcontracting - the prime contractor is required to perform at least 15% of the labor with their own employees for general construction and at least 25% of the labor with their own employees for special trade construction. The estimated price range for this project is between $1,000,000.00 and $5,000,000.00. A pre-proposal conference has been scheduled for Monday, January 25, 2010 from 10:00am to 12:00 noon at the NIST Gaithersburg, MD Campus. Information regarding the conference is contained in the solicitation posting. Completion time for this project is estimated at one hundred twenty (120) calendar days from the date of the written Notice to Proceed. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. Source selection will be made using the lowest price technically acceptable source selection process (FAR 15.101-2). The government will not pay for any information solicited. Offerors that do not meet all the requirements will be notified as soon as they have been determined not to be in consideration any longer. Any late proposal received is subject to FAR 52.214-7, Late Submissions, Modifications, and Withdrawals of Bids (NOV 1999). All responsible sources may submit a proposal, in response to the upcoming solicitation, which shall be considered by the agency. The competitive solicitation, solicitation amendments, and all questions and answers relating to this procurement shall be made available via the internet at HTTP://www.fedbizopps.gov. The solicitation is released on january 13, 2010, and is only available on FEDBIZOPPS at the previously listed website. Potential offerors are responsible for accessing the website for all information regarding the solicitation. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. NIST will not mail paper copies of the request for proposal or any affiliated documents. No telephone requests will be honored and no Bidders list will be maintained. Potential offerors are required to direct all questions via email to albert.petto@nist.gov. As a reminder, all contractors doing business with the Government are required to be registered with the Central Contractor Registry (CCR) and the On-line Representations and Certifications Application (ORCA). To register with the CCR and ORCA and become eligible to receive an award, all offerors must have a Dun & Bradstreet Data Universal Numbering System (DUNS) identifier. A DUNS number may be acquired free of charge by contacting Dun & Bradstreet at 800-333-0505 or on line at https://www.dnb.com/product/eupdate/requestOptions.html. This procurement is set aside for HUBZone small business concerns. The NAICS code applicable to this solicitation is 238220, and the corresponding size standard for determining whether or not a firm qualified as a small business is $14.0 million in average annual receipts (gross) over the past three years.
