- This is a combined synopsis/solicitation for license upgrade synchronization fee for ACE. The Department of Justice, intends to issue an award on a sole source basis to Opnet Technologies, Inc. for upgrade license using Simplified Acquisition Procedures, FAR Part 13. Responses received as a result of this notice of intent, shall be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will not be considered as either proposals or bids. A determination by the Government not to open this requirement to competition, based upon the written responses to this notice, is solely within the discretion of the Government. The anticipated period of performance will be one year. Responses must be submitted to the address shown above.
