- RECOVERY THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THE NASA DRYDENFLIGHT RESEARCH CENTER (DFRC) HAS BEEN AUTHORIZED UNDER THE AMERICAN RECOVERY ANDREINVESTMENT ACT OF 2009 TO ISSUE A TASK ORDER TO THE NORTHROP GRUMMAN CORPORATION (NGC)UNDER CONTRACT NND08GH01B FOR GLOBAL HAWK ENGINEERING AND TECHNICAL SUPPORT.DFRC intends to issue Task Order NND09GH22T titled: Engineering Support for Integrationof the GOLD Instrument onto the NASA Global Hawk. Task Order NND09GH22T providesengineering support for the integration and preparation for flight tests of the GlobalOzone Lidar Demonstrator (GOLD) instrument onto the Global Hawk aircraft. This Taskcovers the engineering analysis and design of the GOLD instrument support structure andintegration; engineering participation in the design modifications, fabrication support,and flight approval of the 360-EASA Radome fairing; development and technical assistancein the specification and integration of the Liquid Cooling System (LCS), air-liquid HeatExchanger and associated components; and overall integration-related design and analysisengineering support.This task order is wholly funded under the American Recovery and Reinvestment Act (ARRA)of 2009 and as such is subject to all requirements imposed by the legislation. Theserequirements are mandatory and are subject to monitoring and auditing by the Governmentthroughout the contract performance period. A contract modification has been issued toadd American Recovery and Reinvestment ActReporting Requirements to the contract. The Global Hawk Engineering and Technical Support Contract NND08GH01B was awarded on anon-competitive basis. NGC is the only source available that has the engineering andtechnical expertise and knowledge in manufacturing, designing, and operating the GlobalHawk aircraft.As the manufacturer of the Global Hawk, NGC is the proprietary owner ofall the intellectual property for the Global Hawk and is uniquely familiar with theaircraft based on over 30,000 flight hours of experience.
