Description
REQUEST FOR INFORMATION: The Census Bureau is conducting market research to identify available sources for the proposed services below: The purpose of this contract is to provide expert advice and assistance to the Manufacturing and Construction Division (MCD) on the Business R&D and Innovation Survey (BRDIS). The BRDIS is conducted within MCD under a joint partnership agreement with the National Science Foundation (NSF). To assist with its work on the BRDIS, the MCD requires the services of a contractor with subject matter expertise in the areas of research and development and innovation as well as technical experience in the design and improvement of enterprise survey methodology and in the analysis of survey data. The contractor must be able to work effectively in a collaborative team environment to develop technical requirements, test hypotheses, and implement decisions for the BRDIS. The contractor must have a strong technical and methodological background to assist with the development of recommendations from the various teams working on the project. Principle projects to be addressed by the contractor include refining economic concepts, survey instrument design, contact strategies, and survey marketing strategies, editing and imputation strategies, data dissemination and analysis strategies, and analytical review procedures. SCOPE OF WORK The purpose of this requirement is to obtain the services of a contractor who will provide expert advice and technical assistance required in support of the BRDIS. SPECIFIC TASKS The contractor will perform the following tasks: The Contractor shall at a minimum provide support services in the planning, development and implementation activities listed below, but not limited to: Task 1 – Management and Coordination Activities a.Participate in steering committee meetings. The contractor shall assist in the facilitation of steering committee meetings and assist project leaders from NSF and the Census Bureau synthesize findings and recommendations from the various teams. b.Provide technical, design, and content support for conferences and meetings. This will include the using software packages Power Point, Project, Publisher, MS Word and Excel. c.Participate and perform the required duties of the integration strategy team. The contractor shall provide coordination assistance to other project teams and assists in the day-to-day management of the project. Task 2 – Team Participation a.Participate and perform the required duties of the content and industry coverage team. The contractor shall lead this team and provide recommendations on the specific subject matter content of the redesigned survey. b.Participate and perform the required duties of the tabulation and dissemination team. This contractor shall assist in recommending data products, publication levels, and table formats. c.Provide assistance to the sample design, methodology and estimation team. The contractor shall support the development of the frame and sample design for the survey. d.Participate and perform the required duties of the classification team. The contractor shall evaluate alternative methods for industry classification and methods of collecting and reporting line of business/business segment data. e.Participate and perform the required duties of the contact strategies team. The contractor shall provide support in the development of the survey’s strategies for contacting respondents. The contractor may also be required to participate in meetings with respondents to evaluate various strategies. f.Participate and perform the required duties to provide continuous improvement to the QC and QA team. The contractor shall provide assistance in the identification of quality metrics for the redesigned survey and establish procedures to ensure continued quality improvements. g.Participate and perform the required duties of the analytical review team. The contractor shall provide support in the development of the review procedures and training sessions to be implemented during the processing cycle. h.Participate and perform the required duties of the instrument design team. The contractor shall provide support in the development and testing of both the paper and electronic collection instruments for the redesigned BRDIS. The contractor shall participate in the cognitive testing of the survey. i.Participate and perform the required duties of the editing and imputation team. The contractor shall provide support in reviewing current methodologies and identifying areas for possible improvements in both the editing and imputation programs of the current BRDIS project. Task 3 – Reporting Requirements The contractor shall provide all necessary reports and/or briefings in all areas of the BRDIS process. ESSENTIAL AND DESIRABLE SKILLS The contractor shall possess the following sets of essential and desireable skills: a.Retain an advanced skill level using graphics, spreadsheet, project management, and word processing software such as: Microsoft Office Suite: Visio, Access, Word Power Point, Publisher, Project, and Excel. b.Skilled at writing, reviewing, and editing professional documents, such as StEPS training materials, technical data capture (ICADE) specifications, technical DST requirements, professional association (AEA, ASA, JSM, etc.) presentations, final methodological reports dealing with sampling, imputation and handling of non-response in economic surveys, etc… c.Successful experience preparing micro-analytical and macro-analytical review procedures. d.Successful experience analyzing R&D data. e.Understanding organizational recordkeeping and accounting principles dealing with company R&D activity. f.Successful experience with redesigning economic survey processes and organization. The government anticipates the services will be obtained through a firm fixed price contract for a total duration of 24 months (12-month base period and 12-month optional period).
