- THIS CONTRACTING ACTION IS BEING OFFERED UNDER THE AMERICAN RECOVERY AND REINVESTMENT ACT. The Forest Service has a requirement for construction and reconstruction of Pentagon Creek trail and Wall Creek Trail, in the Spotted Bear Ranger District within the Bob Marshall Wilderness area, Spotted Bear Ranger District, Flathead National Forest, MT. The services required are for furnishing all labor, equipment, supervision, transportation, operating supplies, and incidentals necessary for the clearing, grubbing, excavating, ditch construction, and cleaning of existing ditches. In addition, this project will also consist of construction of turnpike, switchbacks, installing culvert rock and root removal, and installing waterbars. No pre-quote site visit will be conducted but offerors are encouraged to visit the site. Offerors are also encouraged to review Federal Acquisition Regulation (FAR) provision 52.236-3, Site Investigation and Conditions Affecting the Work (Apr 1984). Failure of the Contractor to ascertain the nature, location, and conditions which affect the work will not relieve the contractor from the responsibility for successfully performing the work without additional expense to the Government. For additional information regarding the site, contact Jack David at the Flathead National Forest Supervisor’s Office at 406-758-5217. The project cost estimate is between $25,000 and $100,000. Davis Bacon wage rates will apply. Work is to be completed no later than September 30, 2011. All responsible sources may submit a quote which will be considered by the Government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on part of the offeror will render an offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements by calling 888-227-2423 or via the Internet at http://www.ccr.gov//. The NAICS code is 237990. This contract action will be full and open IAW FAR Part 19.10, Small Business Competitiveness Demonstration Program. The solicitation package is anticipated to be available electronically on January 28, 2010 with an anticipated closing date of March 1, 2010. Copies of the Request for Proposal, specifications and drawings can be obtained at http://www.fedbizopps.gov once available for issuance. NOTE: THIS PRE-SOLICITATION HAS A DUE DATE THAT IS FOR PLANNING PURPOSES ONLY. THE OFFICIAL DUE DATE WILL BE INDICATED IN THE REQUEST FOR QUOTE. ARRA Requirement: The Awardee will be subject to Section 1512(c) of the American Recovery and Reinvestment Act which requires each contractor to report on its use of Recovery Funds under the awarded contract.
