Description
AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is 263-2010-PGQ-0003_01 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-34. The associated North American Industrial Classification System (NAICS) code for this procurement is 312112 with a small business size standard of 500.00 employees. This requirement is unrestricted and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2010-01-14 18:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DHHS NIH National Institute of Health is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. All items must be covered by the manufacturer's warranty. Bid MUST be good for 90 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov. A capability statement demonstrating their experience and capability to fulfill the Government's requirement. Information submitted should be pertinent and specific in the area under consideration. Experience should identify ongoing and/or previous contracts performed including a brief description, dollar value, client's name, address, telephone number, and name of contact and duration of contract. Available resources should also be described. Interested firms responding to this solicitation that propose to furnish a product that it did not itself manufacture must identify the name of the manufacturer they intend to utilize under any resultant contract. Evidence of membership in the International Bottled Water Association partnerships or the National Sanitation Foundation must be submitted prior to solicitation closing. The Government reserves the right to perform a site- visit prior to award of the contract. The estimated quantities shown for each item represents the Government's best estimate of the supplies to be ordered under the contract during the stated period of contract performance and are intended for price evaluation and fund obligation purposes only (refer to FAR 52.216-21, Article 3, Addendum to FAR Clause 52.212-4 - Contract Terms and Conditions - Commercial Items). Bidders shall submit an analysis of the bottled drinking water they intend to furnish under any resultant contract. They analysis shall address the following minerals and trace elements specifically and the levels shall not exceed the associated limits. All results shall be reported in units of milligrams per liter (mg/L) Minerals/Trace Elements (mg/L): Arsenic (0.05), Fluoride (1.4), Lead (0.005), Nitrate (10), Chloride (250), Copper (1), Sulfate (250). Seller Questions must be submitted through FedBid no later than January 13, 2010, 2 pm EST to be considered. Questions MUST be submitted through FedBid to be considered. Bidders MUST read and understand the four (4) attachments included in the FedBid solicitation in order to bid on this opportunity. The attachments are for reference purposes and include important details to this IDIQ. All Pricing information must be submitted through FedBid ONLY. Quantities in four line items were corrected, attachment part 1 was modified slightly to reflect quantity changes, further buy terms and question deadline added to solicitation. SELLER QUESTIONS: When the bid refers to deliveries 2X per week between 7AM and 4PM are they referring to the time period that we can bring the water on site? In other words can we drop off the 80 - 100 pallets in bulk over 2 delivery days and then use "merchandisers" to transport the water to the individual points of distribution 5 days a week? To me, this seems operationally the only way to handle this many service points. Is there a holding area for our product? We would need enough space for 2 trailers of water and we would want to maintain equipment on site for rapid exchanges. Is there an area where we can store a truck or a service vehicle if we decide to leave a shuttle on site? Can we have employees report directly to the site to distribute water? Do all buildings have dock access? Once on the campus, what kind of individual building to building security will we encounter? Can we expect significant delays entering some buildings?BUYER ANSWERS: NO, there isn't place to drop off 80 - 100 pallets of water. The average water stored at each cooler is 6 bottles stacked in bottle creates. No holding areas or trailer parks space or leaving vehicles over night. Employee will require getting NIH ID badges and delivery vehicles going through the NIH inspection station on each trip into the NIH campuses. Some NIH buildings may not have loading dock. The Building security will depend on that building. The contractor that get this contract has to ensure that all buildings has water and working clean cooler at all times.
