- Trade Agreements Clause Representations & Certifications Cover Letter CT1978-10 Solicitation Document This is a solicitation for commercial items prepared in accordance with the format in Subpart 12.3, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is CT1978-10. The solicitation is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. The North American Industry Classification System (NAIC) code is 323113(Commercial Screen Printing) and small business size standard is 500. This acquisition is set aside 100% for small business. UNICOR, Federal Prison Industries, Inc. intends to enter into a firm-fixed price, Requirements type contract for delivery to the UNICOR facility located at USP Hazelton, WV 26525. The period of performance shall be three (3) years from date of award. The product is a commercial item, Stencils, used in the manufacture of diplomatic bags for the U.S. Department of State.
