- J&A This announcement is for informational purposes only. The Federal Bureau of Investigation intends to negotiate a contract on a sole source basis to Tangibe Software, Inc. (Tangible), 6701 Democracy Blvd, Bethesda, MD 20817, under the authority of FAR 6.302-1 for Vidar Operations and Maintenance. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30. North American Industry Classification System (NAICS) is 541330. A quote is being solicited under Solicitation No. D20002778. This will be a cost plus fixed fee contract. Tangible possesses unique expertise and knowledge of the application software and past software releases. Continued timely operations and maintenance support for BACE as it transitions to Vidar is essential to meet the FBI's mission. The change to a new contractor at this point in time would unnecessarily stop all current upgrade work and would require another 6-9 months to bring another contractor to the level of understanding and expertise. This notice of intent is not a request for competitive proposals. If any interested party would like to be considered for award, please submit a written statement indicating your interest as well as a brief corporate capability that supports legal rights and unique technical qualifications and experience to fulfill this requirement by close of business (3:00 pm) on January 14, 2010 to Abigail Marr, Contracting Officer, at abigail.marr@ic.fbi.gov. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and is solely within the discretion of the Government.
