Description
This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR Part 13.5, Test Program for Certain Commercial Items. This will be an acquisition under the authority of the test program for commercial items section 4202 of the Clinger-Cohen Act of 1996. The US Army Research, Development and Engineering Command Contracting Center, Aberdeen Installation Contracting Division, 4118 Susquehanna Avenue, Aberdeen, MD 21005 has a requirement to procure the following items: CLIN 0001 3 each, MULTI TRIGGER UNIT FOR 8 TRIGGERS CLIN 0002 6 each, OPTICAL TRIGGER, PART# OT-2 The intended delivery date for the item(s) is March 1st, 2010. The Government intends to award a Firm-Fixed Price sole source contract to Instrumentation Marketing Corporation, 820 S. Mariposa St., Burbank CA, 91506-3108. This firm is the sole developer/manufacturer /distributor of the product. The associated North America Industry Classification System (NAICS) Code is 333315 and the Business Size Standard is 500. All responses received within five (5) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 2:00 PM Eastern Time, January 14th 2010. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Justification: Photo-Sonics is the manufacturer of the Trajectory Tracker currently owned by ATC. ATC currently owns 3 Trajectory Trackers used to support RDT&E testing conducted at multiple ranges on a daily basis. The firmware and software upgrades to these systems must be completed by manufacturer in order to ensure compatibility with the existing system owned by ATC. The upgrades are required due to the changing requirements for the tracking. For questions concerning this Notice of Intent, contact Chanel D. Williams, chanel.d.williams@us.army.mil.
