- Quality Assurance Surveillance Plan (QASP) RFQ The attached Request for Quote (RFQ) is for the installation, bandwidth and maintenance of E1 (2.048 Mb) Microwave Line of Sight (MLoS) links to provide reliable service for family Video Teleconferences (VTCs) from the International Committee of the Red Cross (ICRC) offices in Kabul, Afghanistan and Kandahar, Afghanistan to the Detention Facility in Parwan (DFIP) located at Bagram Airfield, Afghanistan. Satellite links will not be accepted. The period of performance is twelve (12) months with two (2) Option Periods of twelve (12) months each. The required start date is 15 Jan 2010. MLoS services need to be established within one (1) week of Contract Award. This acquisition will utilize a Lowest Price Technically Acceptable (LPTA) source selection procedure in accordance with FAR 15.101-2 to make an award. If you can provide the services requested above, please submit quotes in soft copy, electronically to diana.i.dalphonse@afghan.swa.army.mil. This RFQ closes on Tuesday, 12 January 2010 at 05:00 PM US Eastern Standard Time. All quotes submitted after this time will not be considered for evaluation.
