Description
The Government seeks to solicit and award a single firm fixed price contract for the Westbank and Vicinity, New Orleans Louisiana Hurricane Protection Project: WBV-09b Hero Canal to Oakville Structures. This is a part of the Westbank and Vicinity, New Orleans, LA Hurricane Storm Damage Risk Reduction System Project. The project is located in Plaquemines Parish, LA between the confluence of the Hero Canal and GIWW in the west and the Mississippi River Levee near Oakville in the east. The Hero Canal Navigable Closure Structure will be located on Hero Canal near the terminal end of the canal just west of the Mississippi River and LA Highway 23 and tie into the Hero Levee (WBV-12) on the north side of the Hero Canal with a floodwall-to-levee transition and would similarly tie into the Hero to Oakville levee (WBV-09a) on the south side of the Hero Canal. The work consists but not limited to, the excavation, grading and leveling of the areas where construction is to take place, placing a sand working platform, geotextile reinforcement placement, soil-bentonite slurry wall, construct compacted fill earthen levees, construct/deconstruct by-pass channel in the canal, construct and remove temporary retaining structure for the NCS and T-walls, driving steel H-piles and steel sheet piles to support structures, construct reinforced concrete Navigable Closure Structure (NCS), fabrication and installation of steel closure bulkheads, timber guide walls and dolphins, a 70-cubic feet per second (cfs) pump station and associated power, controls, and lighting, discharge piping, reinforced concrete T-wall floodwalls, transition walls into full levee sections, reinforced concrete retaining walls, precast concrete storage platforms and access ramps, prefabricated concrete building, a pedestal telescoping crane and crane platform and associated power, controls, and lighting, and a permanent access road to the NCS and pump station, placement of fencing, rip rap, grouted rip rap, concrete paving, fertilizing, seeding and mulching, as well as other incidental work. The estimated value of this work is between $25,000,000.00 and $100,000,000.00. NAICS Code: 237990. This is an UNRESTRICTED procurement. Proposals received in response to this solicitation will be evaluated in accordance with procedures outlined in Federal Acquisition Regulations (FAR) Part 15 for Best Value.Selection will be based on the following criteria, with technical factors being more important than price. Factors 1-5 are listed in descending order of importance (1) Technical Approach (2) Past Performance (3) Proposed Construction Duration (4) Small Business Participation Plan (5) Proposal Risk. These evaluation factors are subject to change. Any changes to evaluation factors will be shown in the solicitation. The solicitation will include a detailed list of evaluation factors, including any subfactors or elements, and will provide instructions for proposal requirements and the basis for award. The solicitation is expected to be issued on or about January 21st, 2010 on FedBizOpps at www.fbo.gov. The Government will not provide written paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests for the solicitation package will not be honored. Potential offerors MUST register on FedBizOpps at www.fbo.gov in order to receive notification(s) and/or change(s) to the solicitation. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the FedBizOpps web site.
