- This is a pre-solicitation notice. The Federal Bureau of Prisons (BOP) anticipates award of a Firm-Fixed Price Order to acquire land title, closing, and insurance services, required to update the title for real property located in Carroll County, Illinois, previously completed by a title insurance company, HB Wilkinson Title Company, Inc., 101 East Rapp Street, Mount Carroll, IL 61053. Services require title examination, endorsements, closing/escrow services, provision of legible documents pertaining, and the issuance of a title insurance policy of approximately $120,000,000.00 for the land and mineral interests. The amount of the title insurance is subject to change. The associated NAICS code is 524127. The anticipated delivery of an initial title commitment and exception documents is 4 weeks after award. All responsible sources may submit a proposal which will be considered. Participation by title service firms and subcontractors located within the State of Illinois is encouraged. Faith-Based and Community-Based Organizations can submit quotations equally with other organizations for contracts for which they are eligible. Participation by small, small-disadvantaged, HUBZone small businesses, woman-owned small businesses, veteran-owned businesses, and service disabled veteran-owned small businesses is encouraged. The BOP will be using Commercial Item Acquisition selection procedures. This notice is not a request for proposals. Interested offerors may request and obtain a Request for Quotation (RFQ) distributed solely through the General Services Administration's Federal Business Opportunities web site http://www.fbo.gov. Hard copies of the RFQ will not be available. The web site provides downloading instructions. All future information regarding this acquisition, including solicitation amendments, will also be distributed solely through this web site. Interested parties are responsible for monitoring the web site to ensure they have the most up-to-date information regarding this acquisition. The RFQ will be available after ten days of posting of this pre-solicitation notice. The RFQ due date will be identified in the Request for Quotations solicitation, also providing the scope of work, and the following evaluation factors which are in descending order of importance: Past Performance (Sub-factors: Past Performance Quality Control and Quality Assurance, Relevance of Past Performance, Demonstrated Commitment of Team Members and Key Personnel, and Performance Problems), Small Business Subcontracting, and Price. Past Performance and Small Business Subcontracting are significantly more important than Price, however, as proposals become more equal in non-price factors, price becomes more important and may be a determining factor for award.
