- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS The Department of Veterans' Affairs, James A. Haley Veterans Hospital (JAHVH), 13000 Bruce B. Downs Blvd., Tampa FL 33612, intends to solicit and negotiate a sole source contract with Georgia Cooperative Health Manpower Education Program, Inc. (CHEP) for the development of a Train the Trainer training programs for VA Homeless Program staff to further develop Grant and per Diem (GPD) Liaison expertise and Community Provider skills. This training will promote the enhanced Homeless Program practices and techniques to offer improved care for homeless veterans in Community-Based settings to develop their own educational programs locally for the staff of their affiliated GPD programs. The proposed contract award for services to only one source is authorized in accordance with FAR 6.302-1. All information received by January 13, 2010 by 11am EST will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
