Description
The Fleet and Industrial Supply Center (FISC) Norfolk Contracting Department, Philadelphia Office announces the intent to contract directly with Apogee Solutions, Inc. (Apogee) of Chesapeake, VA for a requirement for an increase in Clinical Support Staff services in support of the Marine Corps Wounded Warrior Operations Center (WWOC) located in Quantico, VA, as well as additional services to support a new location for the Wounded Warrior Battalion West, Hawaii Company. Under Contract Number N00189-08-C-Z109, Apogee is currently providing the same services to support the Wounded Warrior Regiment at the Wounded Warrior Battalions East and West (WWBN-E/WWDN-W) (Camp LeJeune and Camp Pendleton) and the WWOC in Quantico. The Contract was competitively awarded to Apogee on 29 September 2008. The additional work can best be provided by Apogee, so that all Wounded Warrior Regiment Clinical Support Staff services can be centrally managed and consistently provided at the various locations by a single source. Competition of the requirement and award to any other source would result in substantial duplication of effort and costs to the Government, and would result in disjointed management and provision of the program. Therefore, it is logical and in the best interest of the Government to include this additional work in the existing Contract through a change to the Performance Work Statement (PWS) and an increase to the FFP value of the Contract. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as implemented by FAR 6.302-1. Interested persons may identify their interest and capability to respond to this requirement by the specified response date. This notice of intent is not a request for proposals. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice.
