Description
Draft Statement of Work (SOW) for Lean Six Sigma Training and Consulting Services The Transportation Security Administration is seeking sources who can provide Lean Six Sigma Training and Consulting Services who are small business concerns that fall under the $7 million dollar size standard for the 611430 NAICS code. The purpose of this Request for Information (RFI) is to ascertain the capabilities of small businesses to perform these services with the intent to issue the forthcoming procurement as a total small business set-aside. TSA is interested in developing a Lean Six Sigma (LSS) Program Office to design and lead implementation of both the Lean and Six Sigma methodologies to support aggressive improvement objectives set by TSA leadership. The LSS Program Office is responsible for LSS strategic planning with TSA leadership, managing LSS projects, and training and developing experts (Black Belts and Master Black Belts) and Project Leads (Green Belts) to address organizational and operational problems selected and sponsored by Office of Security Operations leadership (Executive Champions / Sponsors). Contractors shall provide Executive / Process Sponsor training for TSA executive and process owners, and provide Master Black Belt, Black Belt, Green Belt, and Instructor Techniques training and related consulting to other TSA personnel at TSA Headquarters in Arlington, VA and throughout the country. The Contractor shall also provide Lean Six Sigma consulting support for TSA projects as identified by TSA, and for the TSA LSS Program office in areas such as LSS project selection and effectiveness and the achievement of desired savings targets on schedule. The TSA Lean Six Sigma Program will be self-sustaining within 3 years of contract award, using the third year as a transition from contracting training and consulting to TSA internal-resource training and consulting. TSA expects to have the contractor train approximately 1200 personnel in the next three years. Please see the Draft Statement of Work for a more in-depth description of requirements. Interested small business concerns having the capabilities to provide these services are requested to submit a capabilities statement (up to 6 pages) that describes your capabilities and past performance history in providing these services of equivalent magnitude. This is NOT a request for proposal. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Respondents should not submit any proprietary information when responding to this notice. Respondents should also note that the Government will not return any information submitted in response to this notice. The Government is not responsible for any costs incurred by respondents regarding any responses to this RFI. All responses must be received no later than 1:00 p.m. (EST) on January 14, 2010.
