- Description
- The Government shall be issuing a Request for Proposal W912DQ-10-R-1008 for a firm Fixed Price Service Contract with Construction for services to rehabilitate the station service distribution system and main unit breakers. All equipment described below is Contractor-furnished except for the GSU transformer (recd under a separate contract). Stockton Power Plant is located in Stockton, MO and has a single turbine-generator unit. a. Contractor design of the equipment, systems, and installation, as specified herein, including preparation of drawings and design calculations for load study, short circuit study, voltage drop for 480 volt feeders, voltage drop for cable bus, arc flash hazard, settings for relays and overcurrent protection, CO2 system upgrade, site civil design, and seismic calculations. b. Replacement in kind of the Station Service 480 volt Main Distribution Board and the six Distribution Centers, including all circuit breakers, relays, starters, and controls to match existing functions. c. Replacement in kind of the dry-type station service. d. Replacement in kind of 480 volt Distribution Centers (Motor Control Centers) 1P, 2P, 3P, 4P, 5P, and 6P in the powerhouse and Distribution Center (Panelboard) 7P in the switchyard, complete with source feeders and starters. e. Replacement in kind of the diesel engine-generator set, including relaying scheme for automatic switchover in the Main Distribution Board (an automatic transfer switch shall not be used). f. Replacement in kind of the DC and Preferred AC system, including batteries, chargers, distribution boards and breakers, and new static inverters. g. Replacement of the 13.8kV vacuum Main Unit Breaker (MUB) and the Station Service source tap circuit breaker with new vacuum circuit breakers as specified in SECTION 26 13 00.00 26, with one spare breaker furnished for each. h. Replacement and modifications to the existing Instrumentation Boards and Recorder Board. i. Provision of CO2 system refurbishment. j. Provision of the new High Resistance Ground (HRG) system. k. Replacement in kind of the non-segregated bus between the new MUB and the powerhouse wall penetration. l. Provision of the new outdoor cable bus between the powerhouse wall penetration and the Government-furnished GSU transformer in the switchyard, including weatherproof enclosure and internal bus heaters, structural supports, and connection to non-segregated bus at the powerhouse wall penetration. m. Installation of the Government-furnished oil-filled 55MVA Generator Step-Up (GSU) transformer in the switchyard, including: all related site preparation; reinforced concrete pad; seismic anchoring; oil containment; HV and LV connections; alarms, controls, relaying, and associated connections to the powerhouse; grounding loop for the switchyard extension and connection to existing grounding grid. n. Preparation of O&M Manuals. o. Preparation of As-Constructed Drawings. This list is a general summary of the requirements and is not all inclusive.
