Description
RECOVERY - THIS ACQUISITION WILL BE FUNDED WITH AMERICAN RECOVERY & REINVESTMENT ACT (ARRA) FUNDS; AS SUCH THE AWARDEE WILL BE REQUIRED TO SUBMIT TO SPECIAL REPORTING IN ACCORDANCE WITH FAR CLAUSE 52.204-11. The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Alaska Region (AR) is soliciting interest in construction/renovation of the NWS Nome family housing units in Nome, Alaska. Currently, NWS families occupy two 4-plex units. Each 4-plex contains four 3-bedroom dwellings at approximately 1,000 square feet per dwelling. Each 4-plex has an 8" thick reinforced concrete firewall separating each 4-plex into two 2-dwelling units. The existing 4-plexes were constructed in the 1960's, require excessive maintenance, are not properly insulated and do not meet NOAA housing standards. This Nome Family Housing project will convert these two 4-plex units into five dwelling units and five garages on the existing foundations. The dwelling units may be a combination of 2-bedroom and 3-bedroom compatible with NOAA and Alaska Region Housing standards. One of the 4-plexes has a full basement while the other 4-plex has a crawl space under most of the unit with a small basement area which contains a hydronic heat unit and water heaters for both 4-plexes. Structurally, the two 4-plexes are sound but require increased insulation, new roof, increased dwelling sizes relative to standards for 2-bedroom and 3-bedroom dwellings, a second bathroom in 3-bedroom units and garages all on the existing foundations. It will be necessary to phase this work to accommodate parties currently residing in the structures to be renovated. This action will be a 100% small business set-aside as a Design-Build construction/renovation project. The Request for Proposal (RFP) is planned to be released in early January 2010 with proposals due within 45 days (mid February 2010) and contract award by March 30, 2010. Each proposal will be evaluated for the best value concept proposed based on the following criteria provided in descending order of importance: Proposed Design, Past Performance, Corporate Experience, Schedule, and Management Approach. It is determined that price will be considered approximately equal in value to all of the technical factors combined. The total amount available for this project is $2,500,000. The successful bidder will coordinate with the NOAA project team to complete the design, including design reviews at 65%, 95% and final. Construction/renovation should begin in summer of 2010 and be completed no later than the summer of 2011.
